ഫാറസ്റ്റ് കണ്‍സർവേറ്ററുടെ ഒരു സര്‍ക്ക്യുലര്‍

ഒരു ലേഖകന്‍ എഴുതുന്നത്:-

                കണ്‍സര്‍വേററര്‍ മിസ്തര്‍ റാമറാവുഗാരു ഫാറസ്റ്റ് ഗാര്‍ഡുകളെ സംബന്ധിച്ചു പുതുതായി ഒരു സര്‍ക്ക്യുലര്‍ പുറപ്പെടുവിച്ച് തിരുവിതാംകൂറിലെ എല്ലാ ഫാറസ്റ്റ് ഗാര്‍ഡുകള്‍ക്കും അയച്ചിരിക്കുന്നു. ഗാര്‍ഡുകള്‍ പതിവായി റിസര്‍വ് അതിര്‍ത്തിവഴി സഞ്ചരിക്കുന്നില്ലെന്നു കണ്‍സര്‍വേററര്‍ക്കു അറിവു കിട്ടിയിരിക്കുന്നു എന്നും; അതിനാല്‍, ഗാര്‍ഡുകള്‍ ഓരോരുത്തരും അവരവരുടെ ബീറ്റുകളില്‍ ഉള്‍പ്പെട്ട അതിര്‍ത്തികളില്‍ പ്രതിവര്‍ഷം ഏഴേഴു മൈല്‍ വീതം തെളിച്ച് എപ്പൊഴും വൃത്തിയാക്കി വെച്ചുകൊള്ളേണ്ടതാണെന്നും, ഈ ഏര്‍പ്പാട് ബ്രിട്ടീഷ് ഇന്ത്യയില്‍ നടപ്പുള്ള ഒന്നാണെന്നും ഇതു മൂലം ഗവര്‍ന്മെണ്ടിനു ആണ്ടുതോറും അതിര്‍ത്തി തെളിക്കുന്നതിനു അനുവദിച്ചു വരുന്ന തുകയില്‍നിന്നും വലുതായ ഒരു സംഖ്യ ലാഭമുണ്ടാകുമെന്നും മററുമാണ് പ്രസ്തുത സര്‍ക്ക്യുലറില്‍ വിവരിച്ചിരിക്കുന്നത്. ഈ സര്‍ക്ക്യുലര്‍ അനുസരിച്ചു ഈയിടെ റേഞ്ചാഫീസുകളില്‍ നിന്നും അതിര്‍ത്തികള്‍ തിട്ടപ്പെടുത്തി അവരവരുടെ ബീറ്റുകളില്‍ ഉള്‍പ്പെട്ട അതിര്‍ത്തികള്‍ തെളിച്ചു എപ്പൊഴും വൃത്തിയാക്കി വെച്ചുകൊള്ളേണ്ടതാണെന്നും, മേലാവുകളുടെ ഇന്‍സ്പെക്ഷനില്‍ ഗാര്‍ഡുകളുടെ അതിര്‍ത്തികളില്‍ കാടു വളരുന്നതായി കണ്ടാല്‍ അവരൊടു സമാധാനം ചോദിക്കാതെ തന്നെ മേലാവിലെക്കു എഴുതി അയച്ച് അവര്‍ക്കു വ്യസനകരമായ ശിക്ഷയ്ക്കു ഇടയായിത്തീരുന്നതാണെന്നും മററും വളരെ നിഷ്കര്‍ഷയായ ഉത്തരവുകളും അയച്ചിരിക്കുന്നു.

 മണ്‍വെട്ടിവേല ശീലിച്ചിട്ടില്ലാത്തവരും ഇംഗ്ലീഷു വിദ്യാഭ്യാസം ഉള്ളവരും ആയ പലേ മാന്യന്മാരും ഈ ഗാര്‍ഡുജോലി സ്വീകരിച്ചിട്ടുള്ളവരുണ്ട്. ഈ സര്‍ക്ക്യുലര്‍ അനുസരിച്ചു നടന്നേ മതിയാവൂ എന്നു വരുന്നപക്ഷവും അവര്‍ തന്നത്താന്‍ ഈ ജോലി ചെയ്തെന്നു വരുന്നതല്ലാ. കൂലി കൊടുത്ത് ഈ ജോലി നിവര്‍ത്തിക്കുന്നതിനു തക്ക ശമ്പളവും ഇപ്പൊള്‍ ഗാര്‍ഡുകള്‍ക്കു കിട്ടുന്നില്ല. ഒരു മൈല്‍ അതിര്‍ത്തി തെളിക്കുന്നതിനു ശരാശരി എട്ടു രൂപയില്‍ കുറയാതെ വേണ്ടി വരുന്നതാണ്. അങ്ങനെ ആയാല്‍ ആണ്ട് ഒന്നുക്ക് അമ്പത്താറു രൂപ ഒരു ഗാര്‍ഡ് ചെലവാക്കേണ്ടിവരുന്നു. ഒരു ഗാര്‍ഡിനു ഇപ്പോള്‍ കിട്ടിവരുന്ന കൂടിയ ശമ്പളം ഒമ്പതു രൂപയാണ്. ഫാറസ്റ്റ് പരിഷ്കാരം കഴിഞ്ഞ കര്‍ക്കടകം മുതല്‍ ഗവര്‍ന്മെണ്ട് അനുവദിച്ചിട്ടുണ്ട്. പ്രസ്തുത പരിഷ്കാരപ്രകാരം ഗാര്‍ഡുകളുടെ കുറഞ്ഞ ശമ്പളം ഒമ്പതും കൂടിയതു പന്ത്രണ്ടും രൂപയാണ്. പക്ഷേ ഈ പരിഷ്കാരം ഒന്നും ഇതുവരെ ഡിപ്പാര്‍ട്ടുമെണ്ടധികൃതന്മാര്‍ ക്ളിപ്തപ്പെടുത്തി വെളിപ്പെടുത്തീട്ടില്ലാ. ഈ പരിഷ്കാരപ്രകാരമുള്ള ശമ്പളക്കൂടുതലും മററും കഴിഞ്ഞ കര്‍ക്കടകം മുതല്‍ക്കേ ഗവര്‍ന്മെണ്ട് അനുവദിച്ചിട്ടുള്ളതാണെങ്കിലും, അതു ഈ ചിങ്ങമാസം മുതല്‍ കൊടുത്താല്‍ മതിയാകുമെന്നു കണ്‍സര്‍വേററര്‍ ഗവര്‍ന്മെണ്ടിലെക്കു എഴുതീട്ടുള്ളതായും അറിയുന്നു. പരിഷ്കാരപ്രകാരം കുറഞ്ഞ ശമ്പളക്കാരായ ഒമ്പതു രൂപയുള്ള ഗാര്‍ഡുകളെക്കുറിച്ചേ തല്‍ക്കാലം ചിന്തിച്ചിട്ടാവശ്യമുള്ളു. അവര്‍ക്കു ആണ്ടില്‍ 108-രൂപ കിട്ടുന്നതായിരിക്കും. അതില്‍ 56- രൂപ അതിര്‍ത്തിവെട്ടു ചെലവിലെക്കു പോകെയുള്ള 52 രൂപ (പ്രതിമാസം 4-ക. 5-ണ. 4 - പൈ.) കൊണ്ട് ഏതു പ്രകാരം ഒരു ഗാര്‍ഡ് തന്‍റെ നിത്യവൃത്തി കഴിച്ചു കൂട്ടും? താണതെങ്കിലും ഗാര്‍ഡുജോലി ഒരു വിധം അധികാരമുള്ള  ഒരുദ്യോഗമാണ്. അതിനാല്‍ സ്വല്പശമ്പളക്കാരായ ഗാര്‍ഡുകളെ ഇപ്രകാരം ഇടിച്ചുതാഴ്ത്തുന്നതിനു കണ്‍സര്‍വേററര്‍ വിചാരിച്ചതു ഒട്ടും ആശാസ്യമായ ഒരു പ്രവൃത്തിയല്ലാ. സ്വല്പശമ്പളക്കാരായ തിരുവിതാംകൂറിലെ ഫാറസ്റ്റ് ഗാര്‍ഡുകളുടെ ജോലി മണ്‍വെട്ടിവേലയായി പരണമിച്ചതാണോ ഫാറസ്റ്റ് പരിഷ്കാരം? ബ്രിട്ടീഷിന്‍ഡ്യയില്‍ ഈ ഏര്‍പ്പാട് പക്ഷേ നടപ്പുണ്ടായിരുന്നാലും അവിടുത്തേയും തിരുവിതാംകൂറിലെയും വനങ്ങളുടെ സ്ഥിതിയെക്കുറിച്ച് യാതൊരു ഭേദവിചാരവുംകൂടാതെ കണ്‍സര്‍വേററര്‍ ഇപ്രകാരം ഒരു സര്‍ക്ക്യുലര്‍ നടപ്പാക്കാന്‍ ഒരുമ്പെട്ടത് കുറെ സാഹസമായിപ്പോയി. തിരുവിതാംകൂറിലാകട്ടെ ബ്രിട്ടീഷിന്‍ഡ്യയെ അപേക്ഷിച്ച് വനങ്ങള്‍ നിബിഡതരങ്ങളും ആദായപ്രദങ്ങളും വ്യാഘ്രശാര്‍ദൂലാദിശല്യമൃഗസേവിതങ്ങളും തന്മൂലം അതിഭയങ്കരങ്ങളും ആണ്. റിസര്‍വ് അതിര്‍ത്തികള്‍ ആണ്ടുതോറും തെളിച്ചാലും തെളിച്ച് രണ്ടുമൂന്നുമാസം കഴിയുന്നതിനകം അതിര്‍ത്തിയും വനങ്ങളും മററും തിരിച്ചറിവാന്‍ കഴിയാത്തവണ്ണം അതിവേഗത്തില്‍ കാടുവളര്‍ന്നുപോകുന്നുണ്ട്. അതിര്‍ത്തി തെളിച്ചിട്ടിരുക്കുമ്പോള്‍ വേനല്‍ക്കാലത്തല്ലാതെ വര്‍ഷകാലത്തു അതിര്‍ത്തിവഴി സദാ സഞ്ചരിക്കുന്നത് ദുഷ്ക്കരവും അപായകരവുമാണ്. മഴക്കാലത്തു ആനയും കടുവായും മററും സാധാരണ സഞ്ചാരമുള്ള അതിര്‍ത്തി വഴി തക്കതായ ആയുധങ്ങള്‍ കൊടുക്കപ്പെട്ടിട്ടില്ലാത്ത മനുഷ്യരായ ഗാര്‍ഡുകള്‍ ഓരോരുത്തര്‍ തനിയെ സഞ്ചരിച്ച് ഏഴേഴുമയില്‍ അതിര്‍ത്തിതെളിച്ച് എപ്പോഴും വൃത്തിയാക്കി വെച്ചുകൊള്ളേണമെന്നു നിശ്ചയിച്ചത് എത്ര നിര്‍ദ്ദയമാണ്!

A Circular of the Conservator of Forests

A reporter writes:-

The Conservator, Mr. Ramarao Garu, has issued a new circular regarding Forest Guards and has sent it to all the Forest Guards in Travancore.

It states that the Conservator is aware that the guards do not regularly travel along the reserve boundary during their beat duty. Therefore, the guards are instructed to clear the undergrowth, clearly demarcating a seven mile area on the route belonging to their respective beats in a year. This arrangement was the same as in force in British India. Thus, the government will save a large amount of money from the amount allocated for such demarcation every year. This is also mentioned in the said circular.

In pursuance of this circular, the range offices have lately sent orders that the boundaries belonging to their beats should be marked and kept clean at all times. If it is found to have undergrowth on the borders during inspection, the respective guards will be subjected to grievous punishment without asking them for an explanation.

Many gentlemen, who are English educated, have accepted this guard duty because of the prestige and power attached to it. But, they are not used to manual labour like clearing the forest perimeters. Even if it is said that it is mandatory to follow this circular, it does not mean that they can do this work by themselves.

The guards are not getting enough salary at present to engage someone else to do this job. On an average, not less than eight rupees is required to clear the undergrowth and mark a mile length of the forest border. If so, one guard has to spend Rs.56 per year to clear the boundary.

Forest reform has been sanctioned by the government since last year. According to the said reform, the minimum salary of the guards is Rs.9 and the maximum is Rs.12. But none of these reform packages have been confirmed and published by the department officials. It is also known that the Conservator has written to the government that even though the salary increase and other changes as per this reform have been sanctioned by the government since last June, it will be enough to give it from the month of Chingam. It is necessary to ponder over the plight of those guards who are paid only Rs. 9 as of now.

They will get a total of Rs.108 per annum as salary. Out of which Rs.56 will go towards border clearing expenses. How will a guard meet his daily expenses with the remaining Rs.52 over the whole year? So, the Conservator’s action was not a very desirable move towards the low-paid guards.

Has the forest reform turned the work of low-salaried forest guards in Travancore into drudgery? Even though this arrangement was in place in British India, it was quite daring that the Conservator decided to implement such a circular without any concern about the condition of the forests in British India and here in Travancore. The forests in Travancore are denser and more produce-yielding than in British India. But the presence of tigers and other wild animals makes it more dangerous. Even if the reserve borders are cleared and marked every year, the forest will grow rapidly such that the borders of forests cannot be recognized even after two or three months. It is difficult and dangerous to travel along the border at all times of the year, except in summer when the border is well cleared and passable.

It is indeed cruel to insist that the guards, who are not provided with any proper weapons, must travel by themselves and clear the border and keep it always clean, at least for seven miles a year!
