ഇവിടത്തെ ഇന്ത്യക്കാരില്‍ മുമ്പറഞ്ഞവരൊഴികെ ശെഷം പേര്‍ ഗവര്‍ന്മേണ്ട് ജീവനക്കാരാണ്. ഇവര്‍ മിക്കവരും, ഗുമസ്താക്കളായോ, ഓവര്‍സീയര്‍മാരായോ, സര്‍ജന്‍മാരായോ പണികള്‍ ഏററിരിക്കുന്നു. ഗുമസ്താക്കള്‍ മൂന്നു തരക്കാരാണ്. ഒന്നാം തരക്കാര്‍ക്കു 100-മുതല്‍ 150-വരെ ഡാളര്‍ ശമ്പളസ്കെയില്‍ ഉണ്ട്. ഒരു ഡാളര്‍ നമ്മുടെ ഒന്നേമുക്കാല്‍ ഉറുപ്പികവിലയാണ്. രണ്ടാം തരക്കാര്‍ക്ക് 60 തുടങ്ങി 100-വരെ ഡോളര്‍ ശമ്പളം കിട്ടുന്നു. മൂന്നാംതരക്കാര്‍ക്ക് 30-തുടങ്ങി 60-വരെ ഡാളര്‍ ശമ്പളമുണ്ട്. ഈ ശമ്പളം മാസന്തോറുമുള്ളതാണ്, സ്ക്കെയിലിന്‍പ്രകാരം ആണ്ടു തോറും 5- ഡാളര്‍ ശമ്പളക്കൂടുതല്‍ കിട്ടുന്നു. ഇവരില്‍ ഒന്നാം തരക്കാര്‍ക്കും രണ്ടാം തരക്കാര്‍ക്കും അടുത്തൂണ്‍ അനുവദിച്ചിട്ടുണ്ട്. മൂന്നാം തരക്കാര്‍ക്കു അടുത്തൂണ്‍ കിട്ടുകയില്ലാ. എന്നാല്‍, ഒന്നും രണ്ടും തരങ്ങളില്‍ കയറുവാന്‍ അല്പം ചിലര്‍ക്കേ സാധിക്കാറുളളു; അങ്ങനെയുള്ളവര്‍ അതിലേക്കു തക്ക വിശേഷ യോഗ്യതയുള്ളവരായിരിക്കണം. ഓവര്‍സീയര്‍മാര്‍ മുതലായ ജീവനക്കാര്‍ക്കും ഇപ്രകാരം തന്നെയേ കയററം ലഭിക്കയുള്ളു. സര്‍ക്കാര്‍ ഉദ്യോഗങ്ങള്‍ ഈ നാട്ടില്‍തന്നെ പഠിച്ചു യോഗ്യന്മാരായിട്ടുള്ളവര്‍ക്കാണ് മുഖ്യമായി കൊടുക്കാറുള്ളത്. വിശേഷിച്ചും, അവര്‍ മലെയ ജനങ്ങളോ, ചീനരോ ആയിരുന്നാല്‍, മറെറല്ലാരെക്കാളും അവരെയാണ് പ്രധാനമായി നോക്കാറുള്ളത്. ഇവിടത്തെ സര്‍ക്കാരധികൃതന്മാര്‍ക്ക് നമ്മുടെ നാടുകളിലെ വിദ്യാഭ്യാസത്തിന്‍റെ സ്വഭാവം എന്തെന്നു പരിചയമില്ലാ. ഇവിടത്തെയും നമ്മുടെയും വിദ്യാഭ്യാസസമ്പ്രദായങ്ങളില്‍ നമ്മുടെതാണ് മെച്ചമായുള്ളതെന്നതിനു സംശയമില്ലാ. ഇവിടത്തുകാര്‍ക്കു നമ്മുടേ നാട്ടിലെ വിദ്യാഭ്യാസത്തെപ്പററിയുള്ള അറിവു എന്തുമാത്രമുണ്ടെന്നുള്ളതിനു ഞാന്‍ കേട്ടിട്ടുള്ളതും ഈയിട നടന്നതുമായ ഒരു ഉദാഹരണം പറയാം. ഇന്ത്യക്കാരനായ ഒരു ഗ്രാഡ്വേററ് ഒരു പണി കിട്ടുവാനായി ഇവിടത്തെ ബ്രിട്ടീഷ് റെസിഡണ്ട് ജെനറാലിന് അപേക്ഷ ഹര്‍ജി അയച്ചു. താന്‍ ഒരു ബി. ഏ. ആണെന്ന് ഹര്‍ജിയില്‍ പറഞ്ഞിരുന്നു. ഈ രണ്ടു ബിരുദാക്ഷരങ്ങള്‍ അധികൃതന്മാരെ ഒട്ടേറെ കുഴക്കി. ഇതിന്‍റെ അര്‍ത്ഥം എന്താണെന്നറിവാന്‍ ഹര്‍ജിയെ ഓരോ ഡിപ്പാര്‍ട്ടുമെണ്ടുതോറും അയച്ചുചോദിച്ചു. ഒടുവില്‍ റെയില്‍വേ വകുപ്പിലെ ഒരു ഉദ്യോഗസ്ഥന്‍ ഇതിനെ വ്യാഖ്യാനിച്ചു. ബി. ഏ. എന്നാല്‍, ഇന്ത്യയില്‍ കലാവിദ്യാജ്ഞാനം സംബന്ധിച്ചുള്ള ഏററവും ഉയര്‍ന്ന സ്ഥാനം എന്നാകുന്നു എന്ന് അര്‍ത്ഥം പറഞ്ഞു. ഹര്‍ജിക്കാരന്‍ ഇത്ര വലിയ സ്ഥാനമുള്ള ആളായിരിക്കുന്ന സ്ഥിതിക്ക്, ആ സ്ഥാനത്തിന്‍റെ മഹിമയ്ക്കു തക്കവണ്ണം ഉള്ള ഒരു ഉദ്യോഗം കൊടുപ്പാന്‍ ഇവിടെ ഇപ്പൊള്‍ നിവൃത്തിമാര്‍ഗ്ഗമില്ലെന്ന് റെസിഡണ്ട് ജെനറല്‍ മറുവടി കൊടുത്തു. ഈ കഥ എന്‍റെ ഒരു സ്നേഹിതനാണ് എന്നോടു പറഞ്ഞിട്ടുള്ളത്. ഇപ്പൊള്‍, ഇവിടത്തുകാര്‍ക്കു നമ്മുടെ നാട്ടിലെ വിദ്യാഭ്യാസത്തെപ്പററി മുമ്പത്തെതില്‍ അധികം അറിവു ലഭിച്ചിട്ടുണ്ട്. എങ്കിലും ഇവിടെ സര്‍ക്കാര്‍ പണി കിട്ടുന്നതിന് കുറെ പ്രയാസമുണ്ട്. പിറകേ നിന്ന് താങ്ങുന്നതിനു തക്ക ആളുള്ളപക്ഷം, സര്‍ക്കാര്‍ പണി എളുപ്പത്തില്‍ ലഭിച്ചേക്കും.

Among the Indians here, except for those mentioned before, are government employees. Most of them are employed as clerks, supervisors or surgeons.
Clerks are of three types. The first class has a pay scale of 100 to 150 dollars. One dollar is equal to one and three fourth of our rupee. The second category earns a salary of 60 to 100 dollars and the third has a salary of 30 to 60 dollars. This is the monthly rate and scales up $5 annually. Among them, the First Class and the Second Class have been granted retirement pension. The third category does not get any pension. However, only a few are able to get into the first and second grade jobs. Such persons should be specially qualified for it. The employees like supervisors &c. will also get a raise only in the same way. Government jobs are mainly given to those who have studied and qualified in this country. Especially if they are Malays or Chinese, they are looked upon as more important than others. The government officials here are not familiar with the nature of education in our country. There is no doubt that ours is better than their educational system.
Let me tell you an example that I have heard which had happened recently, showing how little the people here know about education in our country. An Indian graduate sent a petition to the British Resident General to get a job. He was a B. A. graduate and it was mentioned in the petition. These two letters B and A confused the authorities here a lot. The petition was sent to each department to find out what those alphabets meant. Finally an officer of the Railway Department interpreted it as the highest level of education in arts in India. Then the Resident-General replied that, as the petitioner was a man of such great education, there was no practical way to give him a job befitting the dignity of that position. This story was narrated by a friend of mine.
People here now know more about the education in our country than before. But getting a government job here is quite difficult. If you have people in high positions to recommend you, you can get a government job easily.
