             ഇന്ത്യയിൽ ആണ്ടോടാണ്ട് മദ്യത്തിൻ്റെ ചെലവ് അധികമായി വരുന്നുവെന്നു! ഞങ്ങൾ പറഞ്ഞിട്ടുണ്ടല്ലൊ. ഈ വർദ്ധനയെപ്പറ്റി, ബ്രിട്ടീഷ് പാർളിമെണ്ടിൽ പലപ്പൊഴും ചോദ്യങ്ങൾ ചോദിക്കാറുണ്ടെന്നുള്ളതു നാം ഓർക്കേണ്ട സംഗതിയാണ്. ഇതിനിടെ മദ്രാസ് സംസ്ഥാനത്തെപ്പറ്റി സർ ഹർബർട്ട് റാബെർട്ടസ്, ഇന്ത്യാസ്റ്റേറ്റ്  സിക്രട്ടരിയൊടു ചോദിച്ച ചോദ്യത്തിൽ ഇങ്ങനെ പറഞ്ഞിരിക്കുന്നു.  1905 -06- ാം കൊല്ലത്തിൽ , ലഹരി പേയങ്ങളും മരുന്നുകളും വിറ്റ വകയിൽ വരവ് 12,74,139 പവനായിരുന്നു: 1908- 09- ാം കൊല്ലത്തിൽ, 16, 99,830 - പവൻ വരവുണ്ടായിരുന്നു : ഇക്കൊല്ലം , 66,660- പവൻ കൂടുതൽ വരവുണ്ടാകുമെന്നു അടങ്കലും കണ്ടിരിക്കുന്നു : 1906- 07- ാം കൊല്ലത്തിനിപ്പുറം നാട്ടുമദ്യങ്ങൾ വിൽക്കുന്നതിനായിട്ടുള്ള ഷാപ്പുകളുടെ എണ്ണം വർദ്ധിക്കയും ചെയ്തിട്ടുണ്ട്. അക്കൊല്ലത്തിൽ , ഷാപ്പൊന്നിന് ശരാശരി 138- ഗാലൻ വീതം വിറ്റിരുന്നു :  1908-09-ാം കൊല്ലത്തിൽ 152 ഗാലൻ വീതം ആയിട്ടുണ്ട്. ഈ വർദ്ധനയുടെ അർത്ഥം മദ്യപാനശീലം വർദ്ധിക്കുന്നു എന്നാണല്ലൊ. ഇതിനെ തടുക്കുവാൻ ഗവർന്മേണ്ട്എന്തെങ്കിലും ചെയ്യുന്നുണ്ടോ എന്ന ചോദ്യത്തിന് , ഷാപ്പുകളുടെ എണ്ണം പത്തിനൊന്നു വീതം കുറയ്ക്കുവാനും, നാട്ടു മദ്യത്തിനു തീരുവ കൂട്ടുവാനും; വളരെ വീര്യമുള്ള മദ്യം വിൽക്കാതിരിക്കുന്നതിലെക്കു വ്യവസ്ഥ ചെയ്യാനും ആലോചിച്ചിട്ടുണ്ടെന്നു മറുവടി കിട്ടിയതായും കാണുന്നുണ്ട്.


                   മധ്യതിരുവിതാംകൂറിലും വടക്കൻ തിരുവിതാംകൂറിലും തെങ്ങുരോഗം നിമിത്തം കുടിയാനവന്മാർക്കു വളരെ നഷ്ടം നേരിട്ടിട്ടുണ്ടല്ലോ. രോഗം പിടിപെട്ട തെങ്ങുകൾക്കു കണ്ടെഴുത്തുപ്രകാരമുള്ള കരം ചുമത്തുന്നതു സങ്കടമാണെന്നും , ഒന്നിലോ കരം ഇളച്ചുതരുകയോ, ചുരുക്കിത്തരുകയോ ചെയ്യണമെന്നും കഴിഞ്ഞ ശ്രീമൂലം പ്രജാ സഭായോഗത്തിൽ മാവേലിക്കരെ പ്രതിനിധി അപേക്ഷിച്ചിരുന്നു. ഇതിലെക്കു വേണ്ട അന്വേഷണം നടത്തിക്കുന്നതാണെന്നു ദിവാൻ മറുവടി പറഞ്ഞിരുന്നു. കൊല്ലം ഡിവിഷനിലെയും കോട്ടയം ഡിവിഷനിലെയും പേഷ്കാരന്മാരുടെ അന്വേഷണത്തിൽ, കരത്തിൽ  എന്തെങ്കിലും സൌജന്യം ചെയ്തുകൊടുക്കുന്നതിനു തക്കവണ്ണം തെങ്ങുരോഗത്താലുള്ള നാശമുണ്ടായിട്ടില്ലെന്നു കൊല്ലം ഡിവിഷൻ പേഷ്കാർ അഭിപ്രായപ്പെട്ടിരിക്കുന്നു;  മീനച്ചിൽ താലൂക്കിൽ രോഗം പിടിപെട്ട തെങ്ങുകൾക്കു കരം ചുമത്തരുതെന്നു കണ്ടെഴുത്തു വകുപ്പുകാരോടു ശട്ടം കെട്ടീട്ടുമുണ്ട്.


         നായർ സമാജം വകയായി ഒരു സഭായോഗം മിനിഞ്ഞാന്നു ജൂബിലിഹാളിൽ വച്ച്  ചീഫ് ജസ്റ്റിസ് സദാശിവ അയ്യരവർകളുടെ അദ്ധ്യക്ഷതയിൽ നടന്നിരിക്കുന്നു. ആ അവസരത്തിൽ, മിസ്റ്റർ എസ്സ് . കെ. നായർ നമ്മുടെ സമുദായപരിഷ്കാരത്തെപ്പറ്റി പ്രസംഗിച്ചിരുന്നു. ഹാളിൽ പ്രവേശത്തിനുള്ള ടിക്കറ്റിനു വില കൊടുക്കേണമെന്നു വച്ചിരുന്നുവെങ്കിലും  സദസ്യർ ഹാൾ തിങ്ങി കവിഞ്ഞിരുന്നു. സമുദായപരിഷ്കാരം  ഈശ്വരവിശ്വാസത്തിൽ പ്രതിഷ്ഠിക്കേണമെന്നും ; ബാല്യവിവാഹസമ്പ്രദായത്തെ മാറ്റേണമെന്നും; വിധവകളെ പുനർവിവാഹം ചെയ്യിക്കേണമെന്നും ; സ്ത്രീവിദ്യാഭ്യാസം ആവശ്യമെന്നും;   ജാതിഭേദത്തെ ഗണ്യമാക്കിക്കൂടാ എന്നും ;  അവാന്തരജാതികളെ തമ്മിൽ കൂട്ടി വിളക്കണമെന്നും ; വിദ്യാർത്ഥികളുടെ ജീവിതം പരിശുദ്ധമാക്കേണമെന്നും, ബ്രഹ്മചാരിവ്രതവും ഗുരുകുലവാസവും ആവശ്യമെന്നും മറ്റുമായിരുന്നു മിസ്തർ നായർ പ്രസംഗിച്ചത്.  അധ്യക്ഷൻ്റെ പ്രസംഗം  ഇതിന്മണ്ണമുള്ള വേറെ സമുദായാചാരകാര്യങ്ങളെയും ചൂണ്ടിക്കാണിക്കുന്നതായിരുന്നു.


            തെങ്ങുകൃഷിക്കു സഹായമായിത്തീരുവാൻ തക്കവണ്ണം,   ഉപ്പിനെ കുറഞ്ഞ വിലയ്ക്കു കൃഷിക്കാർക്കു കൊടുക്കേണമെന്ന് പറവൂർ താലൂക്കു പ്രതിനിധി കഴിഞ്ഞ ശ്രീമൂലം പ്രജാസഭയിൽ അപേക്ഷിച്ചിരുന്നതിന് ഒരു കമ്മിറ്റി ഏർപ്പെടുത്തി അന്വേഷണം നടത്തി റിപ്പോർട്ടു വരുത്തിയിട്ടുണ്ട്. ഇപ്പൊൾ ഉപ്പിനോടുകൂടി പുണ്ണാക്കോമറ്റോ ചേർത്ത് ഒരുവളമുണ്ടാക്കി  വിൽക്കുവാൻ തൽക്കാലം കൃഷിവകുപ്പിനെ ചുമതലപ്പെടുത്തിയിരിക്കുന്നു.


            ഹൊഷയർ പുരത്തെ ' ' ടിലാക്ക്വ" വർത്തമാനപത്രത്തെ മുടക്കം ചെയ്തിരിക്കുന്നതായും, ഈ പത്രമോ, ഇതിലെ വിഷയങ്ങളടങ്ങുന്ന വേറെ പത്രമോ നടത്തുന്നതിനു അനുവദിച്ചു കൂടുന്നതല്ലെന്നും  ഇന്ത്യാഗവർന്മേണ്ട് കല്പിച്ചിരിക്കുന്നു.

We had earlier stated in these columns that consumption of liquor in India had been increasing with the passage of each year. It is worth remembering that questions regarding this increase are frequently raised in the British Parliament. Meanwhile, in a question about Madras State posed by Sir Herbert Roberts to the Indian State Secretary, it has been stated thus: income from the sales of liquor and drugs during the year 1905-06 was £ 12, 74,139. It was £ 16, 99,830 in the year 1908-09. It is estimated that there will be a total increase of £ 66,660 in this in the current year. The number of shops where country liquor is sold has increased post 1906-07. In that year, each shop had sold 138 gallons of liquor. And in the year 1908-09 it increased to 152 gallons. What this shows is that liquor consumption is increasing among the people. When the question of whether the government was doing anything to stop this was asked, it was answered that the government is contemplating to bring down the number of liquor shops at the rate of one to ten and to increase duty on country liquor; another measure that is being contemplated is to put a ban on the sale of highly intoxicating liquor.

It has been reported that tenants in both Central Travancore and Northern Travancore have suffered huge losses due to blighted coconut trees. The representative elected from Mavelikkara had aired grievances in the last Sri Moolam Assembly about imposing tax on blighted coconut trees also as per the land surveyor’s estimation. He had also requested the government either to exempt such trees from being taxed or to lower the amount of tax. The Diwan had replied that he would order an inquiry into the matter to find out the truth. As reported by the Kollam division Peshkar, based on the enquiries conducted by the Revenue Division Officers [Peshkars] of Kollam and Kottayam divisions, there has been no widespread coconut tree disease so as to warrant a lowering of taxes. Further, the survey department has been asked not to impose tax on blighted coconut trees in Meenachil Taluk.

A council meeting under the auspices of the Nair Samajam was held the day before yesterday at the Jubilee Hall with Chief Justice Sadasiva Aiyar in the chair. Mr. S. K. Nair had made a speech on the occasion about the need for social reforms. Although entry into the hall was restricted to those who could afford to buy entry passes, the hall was packed to the hilt. In his speech Mr. Nair had delineated that social reform must be based on faith in god and that the community must work towards eradicating child marriage. He had also stressed the need for widow remarriage and the necessity of girls’ education. While one is expected to make an effort at welding together different castes, caste differences should never be allowed to become a stumbling block between human relations. Mr. Nair also prodded the students to keep their lives from being vitiated by evil thoughts. He further emphasized how important it was for students to remain celibate till a certain age and spend the period of their education with a guru at a gurukulam *[the abode of a guru]. Similarly, the presidential address also elaborated on matters related to social customs and the need for observing them properly.

In response to a representation made by the Paravur Taluk representative in the Sri Moolam Praja Assembly with respect to making common salt available at reduced price to coconut growers so that it could be profitably used by them in farming, the government had appointed a committee to enquire into the fact of the matter. The committee has now submitted its report to the government. Accordingly, the agriculture department is tasked with a mission for selling salt as manure in which coconut cakes or something of the sort is also mixed.

The Tilak newspaper of Hoshiarpur has been ordered to stop publication; in its gag order the government has made it clear that this newspaper or any other paper containing content similar to that of this paper will not be allowed to be brought out.
