 കൊല്ലംഡിവിഷന്‍ ദിവാന്‍പേഷ്കാര്‍ മിസ്റ്റര്‍ വി. ഐ. കേശവപിള്ളയ്ക്ക് ഈയിട ഏതാനും മാസമായി കണ്ടുവരുന്ന ചില ഉദ്യോഗസംബന്ധമായ ചാപലങ്ങളെക്കുറിച്ച് ഞങ്ങള്‍ക്കു പലേ ആക്ഷേപ ലേഖനങ്ങള്‍ കിട്ടിവരുന്നുണ്ട്. ഇവയെപ്പറ്റി പറവാന്‍ കാലമായിട്ടില്ലാ എന്ന് വിചാരിച്ചാണ് ഇതേവരെ ഞങ്ങള്‍ മൌനം ഭജിച്ചത്. എന്നാല്‍ മിസ്റ്റര്‍ പിള്ളയുടെ ചാപലങ്ങള്‍ നാള്‍ പോകുന്തോറും വര്‍ദ്ധിച്ചുവരുന്നതായിട്ടാണ് അറിയുന്നത്. മിസ്റ്റര്‍ രാജഗോപാലാചാര്യര്‍ മന്ത്രിയായി വരുന്നതുവരെ, ഉപക്ഷീണമായ അഗ്നിപര്‍വതംപോലെയിരുന്ന ഈ ഉദ്യോഗസ്ഥന്‍ ഇപ്പോള്‍, എന്തോ അന്തശ്ശക്തികളാല്‍ ഇളകി, കീഴ് ജീവനക്കാരുടേയും, കക്ഷികളുടേയും മേല്‍ ദുര്‍ല്ലഭാവസരത്തില്‍ ഉചിതമായും, പലേ സന്ദര്‍ഭങ്ങളില്‍ അനുചിതമായും ഒരുവക ശിക്ഷാബാണങ്ങള്‍  അവിഹി തമായി എറിഞ്ഞുവരുന്നു എന്നുകാണുന്നു. ഒരുവന്‍ ചെയ്ത കുററത്തെ മറ്റൊരുവന്‍റെ തലയില്‍ കെട്ടിവച്ച് അവനെ ശിക്ഷിക്കുന്ന സമ്പ്രദായം ആ ശിക്ഷയെ പ്രയോഗിക്കുന്ന ആളുടെ എന്തോ ചാപല്യത്തിന്‍റെ ഫലമാണെന്നേവരൂ. മിസ്റ്റര്‍ കേശവപിള്ള ചിലകീഴ് ജീവനക്കാരുടെ മേല്‍ "മര്‍ക്കടമുഷ്ടി ന്യായേന,, ചില വീഴ്ചകള്‍ ആരോപിച്ച്, താന്‍തന്നെ ശിക്ഷ വിധിക്കയൊ, ദിവാന്‍ജിയോട് ശിപാര്‍ശ ചെയ്ത് ശിക്ഷ വിധിപ്പിക്കയൊ ചെയ്യുന്നു എന്ന് ഒരു പരാതി കലശലായുണ്ടായിട്ടുണ്ട്. അമ്പലപ്പുഴ തഹശീല്‍മജിസ്ട്രേററ് മിസ്റ്റര്‍ ശങ്കരലിംഗം പിള്ളയെപ്പററി ഈയിട നടത്തപ്പെട്ട ചില എഴുത്തുകളും ശിക്ഷകളും ഇതിലെക്കുള്ള ഉദാഹരണങ്ങളില്‍ ഒന്നാണെന്നറിയുന്നു. ഡിവിഷന്‍ കച്ചേരിയില്‍ രായസമായിരുന്ന ഒരു ജീവനക്കാരനെ, നിസ്സാരമായ കാരണംപറഞ്ഞ് ശമ്പളം കുറച്ച് തരം താഴ്ത്തി എവിടേയ്ക്കോ എടുത്തെറിഞ്ഞു എന്ന് മറ്റൊരു ഉദാഹരണം ഉണ്ട്. അരനാഴിക നെല്പുരവിചാരിപ്പ് വേലുപ്പിള്ളയുടെ മേല്‍ കൃത്രിമമായി വീഴ്ച ആരോപിച്ച് ചില അസംബന്ധതീര്‍ച്ചകള്‍ ചെയ്തതായും, ഈ കേസ്സില്‍തന്നെ, മിസ്റ്റര്‍ കേശവപിള്ള, ഇഷ്ടനായ ഒരുദ്യോഗസ്ഥന്‍റെ ചാര്‍ച്ചക്കാരനെ സഹായിക്കാന്‍ തുനിഞ്ഞതായും ഒരാക്ഷേപമുണ്ട്. റെവന്യൂ സംബന്ധിച്ചും,  മററുംകക്ഷികള്‍ക്ക് അന്യായമായ തീര്‍ച്ചയാല്‍ സങ്കടം വരുത്തി തള്ളിവിട്ടിട്ടുള്ളതായും അറിയുന്നു. ഇങ്ങനെയുള്ള പലേ ആക്ഷേപങ്ങളും ഈ ഉദ്യോഗസ്ഥനേപ്പറ്റി ഇപ്പോള്‍ ഒന്നായിളകിയതു എന്തായിരിക്കാം? മിസ്റ്റര്‍ കേശവപിള്ളയുടെ കീഴില്‍ ജോലി ചെയ്യുന്ന ഈ ഉദ്യോഗസ്ഥന്മാരും കീഴ് ജീവനക്കാരും ഒക്കെ അയോഗ്യന്മാരോ വേലക്കള്ളന്മാരോ ആണെന്നിരിക്കില്‍, അവരുടെ അയോഗ്യതയും വീഴ്ചകളും ഇതിനു മുമ്പ് കണ്ടിരുന്നിരിക്കണമല്ലൊ. അവര്‍ മററു മേലാവുകളുടെ കീഴില്‍ തൃപ്തിയായി വേലചെയ്തിട്ടുണ്ടെങ്കില്‍, ഇപ്പോള്‍മാത്രം അവരുടെവേല അതൃപ്തികരമാവാന്‍ സംഗതി എന്തായിരിക്കും? യഥാര്‍ത്ഥം ഞങ്ങള്‍ക്കു തോന്നുന്നത് ഇങ്ങനെയാണ്. മിസ്റ്റര്‍ കേശവപിള്ള രോഗത്താല്‍ പരതന്ത്രനായ ഒരുദ്യോഗസ്ഥനാണ്. അദ്ദേഹം, സര്‍ക്കാര്‍ജോലിയെ മനസ്സാക്ഷിക്ക് യോജിപ്പോടുകൂടി ചെയ്യുന്നതിന്, കുറെ നാളായി ശരീരാസ്വാസ്ഥ്യവും, അതിന്‍റെ ഫലമായി മന:പീഡയും അനുഭവിക്കയാല്‍, അപ്രാപ്തനായിത്തീര്‍ന്നിരിക്കയാണ്. മിസ്റ്റര്‍ ആചാര്യര്‍ ദിവാന്‍ജിയായി വരുന്നതിനുമുമ്പ്, രാജസേവന്മാരുടെ ഇഷ്ടത്തെ - അഥവാ പ്രീതിയെ - പിന്‍ബലമായി കരുതി, സര്‍ക്കാര്‍ജോലികളെ കുടിശ്ശിഖയാക്കി ജനങ്ങളെ കഷ്ടപ്പെടുത്തിയ ഉദ്യോഗസ്ഥന്മാരുടെ ഗണത്തില്‍ മിസ്റ്റര്‍ പിള്ള ഒട്ടും അപ്രധാനനല്ലായിരുന്നു. മിസ്റ്റര്‍ ആചാര്യരുടെ ദൃഷ്ടിയില്‍, മിസ്റ്റര്‍ പിള്ളയുടെ ചില വീഴ്ചകള്‍ പതിഞ്ഞതായും, അതിലേക്ക് കുറെ കഠിനമായ ശാസന നല്‍കപ്പെട്ടതായും ഞങ്ങളറിഞ്ഞിട്ടുണ്ട്. ശരീരാപാടവത്താല്‍ താന്‍ചെയ്യുന്ന വീഴ്ചകളെപ്പറ്റി ദുസ്സഹമായ ശാസനകിട്ടുമ്പോള്‍, അതുനിമിത്തമുണ്ടാകുന്ന മനശ്ശല്യത്തിന്‍റെ പോംവഴികളായി തന്‍റെ അധീനന്മാരായവരുടെമേല്‍ ഓരോരോ കുററം ആരോപിച്ച് മനസ്സിന്‍റെ ക്ഷോഭത്തെ ശമിപ്പിക്കുന്നത് മനുഷ്യസാധാരണം ആണ് : ആ വസ്തുതയുടെ ദൃഷ്ടാന്തമായിരിക്കാം മിസ്റ്റര്‍ പിള്ളയുടെ ഈ വക ചാപല്യങ്ങളെന്ന് ഞങ്ങള്‍ ശങ്കിക്കുന്നു. രോഗപരിപീഡയെ അനുഭവിക്കുന്ന ഉദ്യോഗസ്ഥന്മാരെ പരോപദ്രവത്തിനായിട്ടിരുത്താതെ സര്‍വീസില്‍നിന്ന് പിരിക്കുകയാണ് ഇങ്ങനേയുള്ള സന്ദര്‍ഭങ്ങളില്‍, ഗവര്‍ന്മേണ്ട് ചെയ്യേണ്ടത്. -

Complaints about an Irascible Officer

We have been receiving many written complaints in recent months about Kollam Division Diwan Peshkar [Revenue District Collector]* Mr. V.I. Kesava Pillai being temperamental in his discharge of official duties. The reason why we remained silent until now about bringing the matter to public attention is that we believed that a proper moment for opening the issue had not come yet. But we have come to know of late that Mr. Pillai’s capriciousness is registering an uptick with the passage of each day. This officer remained like an inactive volcano until Mr. Rajagopalacharyar assumed the charge of a Minister (Dewan). But now, as if moved by some impulse from within, he is shooting arrows of punishment at his subordinates and clients, obviously for no reason at all on most occasions and rarely with some ground. If an officer punishes someone for no offence of theirs or after foisting the offence of others on them, the officer who orders their punishment and carries it out can at best be a pervert or a fickle-minded person.

The main grievance against Mr. Kesava Pillai is that he is, on the one hand, obstinate and finds faults with others and punishes them all by himself, and on the other hand, he recommends cases to the Dewan and has the offenders punished by him. It is learnt that the correspondence and the subsequent penal action against the Tehsil Magistrate of Ambalappuzha, Mr. Sankaralingam Pillai, is one such case in point. Another example of his capriciousness is the unjust demotion and transfer of a clerk at the Revenue Divisional Office on some negligible offence. Mr. Kesava Pillai is also reported to have taken some absurd steps by way of punishment against Velu Pillai, an ordinary Supervisor of the Paddy Storehouse, after bringing fake charges of dereliction of duty against him. In this case itself, Mr. Kesava Pillai is said to have made attempts at helping out a relative of a friend of his. Further, it is learnt that this officer has caused much worry and hardship to people after unjustly deciding cases related to revenue matters.

It is worth considering why a plethora of such complaints have come up against this officer at this moment. If these officers and subordinates who are working under Mr. Kesava Pillai are either unqualified or lazy, they should have been dubbed so earlier. If they have worked satisfactorily under other supervisors, why are they at fault now? What we think is true is this: Mr.Kesava Pillai is an officer incapacitated by his disease. As he has been a victim of ill health and experiencing its resultant mental torture, he has rendered himself unsuitable for this kind of job. Before Mr. Acharyar was appointed as the Dewan, the position of Mr. Pillai among those officers who derived vicarious pleasure by putting people to trouble by ignoring their petitions for pleasing the corrupt servants of the King was not far behind. We have information that Mr. Acharyar has taken note of some of Mr. Pillai’s lapses and warned him strongly against repeating them. When men who take pride in their physical prowess are chastised or punished for their mistakes by their superiors, they tend to find fault with their subordinates on silly matters and take pleasure in punishing or getting them punished in some way. Naturally, we are apprehensive whether the capricious behaviour of Mr. Pillai is an illustrative example of this fact. What the government is expected to do in moments like this is that it must immediately initiate steps for removing sick and inefficient officers without giving them any more opportunity to harm the people who approach them innocently for resolving their problems.
