Manipulations by the officials

“Call a spade a spade” is an English idiom.

Those who do not have the qualities of being truthful, energetic, and open-minded cannot call a spade a spade. There are people who get angry when Westerners complain that the natives often do not stick to their words. This particular characteristic defect is clearly visible in the natives. Lord Curzon, who was the Viceroy of India, once pointed out that doing the opposite of one’s word is a great evil that is seen among the natives. In the mean-time, for those who were not amused by such a statement, the jeopardising attitude shown by some of the Nair chiefs to Dr. T. M. Nair is an illustrative lesson.

Dr. Nair is an ideal citizen, who has been working as a councillor in the Municipal Corporation for the past six to seven years, devoting two hours of his time every day for the common good of the people of Madras. Though he was trying to improve the health of the city with positive speeches for the awareness of the public and debated on all the subjects that were discussed in the Corporation House after detailed study; his efforts were met with indifference and resentment by the executives in the government and by the public leaders. And when he sought to contest for a position in the Viceroy's Council, thinking that his efforts might be given more ground in India and be considered more respectable, the natives of Madras encouraged him to contest, promising to vote for him and praising his public interest. When it was finally time to vote, all but one, who had promised before, voted for the others. Though Dr. Nair got as many votes as promised by the Europeans, the votes required for him to win were not enough, due to the betrayal of the natives.

Look at the difference in character between Westerners and Indians! As the natives have acted fraudulently with him, Dr. Nair resigned from the representative position of the Corporation pointing out that it is defamatory for him to do anything for the public affairs of Madras working along with such officials. It is known that the reason why the native leaders had to give the votes to others, which they had promised to give to Dr. Nair, is that they have been manipulated by some government officials and had to act as puppets. We see many examples of this kind of manipulation, which harms the dignity and wellbeing of the natives, everyday in Travancore.

A very recent event may still be fresh in the readers’ memory: the Dewan, Mr. Rajagopalachar,i rejected some representatives elected to the 6th session of the Sri Moolam Popular Assembly because of the manipulations and fear expressed by some of the corrupt officials. Consequently, the Neyyattinkara taluk representatives met in protest and sent some submissions against the move to the government. At the same time, the representative appointed by the government said that he was not willing to take up that position. That it was generally appreciated by the people is a fact known to the readers. Readers must have determined how ridiculous it has become for Mr. Achari, the power-hungry Dewan, to have been disturbed by this protest meeting and that his officers forced some of the people, promising falsely that they would be given honours, and called a meeting against the previous protest meeting and sent certain decisions to the government.

If the protest meeting was absurd in the first instance, should it have been delayed for a month before a counter-meeting was convened to say so? The fact is that the counter meeting was convened by some of the Nair officials as they felt that it was a disgrace to the Dewan, and if a meeting is held against it, some of their officials will get promotion and special favours from the Dewan. So, they intimidated and tempted some of their subordinates in Neyyattinkara to attend such a counter meeting. It is said that the invitations were sent by village officers, clerks, etc., who were the subordinates of Taluk Tehsildars; and that they were the ones who ministered to those who went to the meeting; and it was said that two graduate clerks in the Huzur court office had prepared some of the decisions for the meeting. It was a Nair graduate who was an officer staying with the Dewan, who urged to conduct the counter-meeting; and it is also known that Taluk subordinates were sent to many houses to get signatures on the resolution of the meeting.

Miserable souls!

The people have not realised the fact that by attending such a meeting, they would be ridiculed as fickle, because they were under the threats of these crooked government employees. What was the result of all these? Some who had come for the opposition meeting were not able to be given positions as representatives by holding a re-election; rather they were appeased by giving tickets as spectators in the assembly. Contrary to his oath, a representative was presented in the House in disguise at the insistence of officials. Was it not the result of all these manipulations carried out by the officials that the people were misled from policy stability and humiliated? Was not all these done at the instigation of the Dewan or in his name?

We do not need to clarify that this is an accusation made by foreigners about the Malayalis. Did these graduate officials and others not realise that, what they did in fact, had made the non-native Dewan perceive that the accusation is almost true. It is a curse befallen on the natives that they do not understand that stability of character is what makes a man a better person. It is a great tragedy that some of the Nairs, who have received western education and have earned degrees, are trying to forcefully put this curse on innocent people for selfish gain.

However, there is a person who stands out as an icon of nobility. He does not do anything contrary to his word and determination, does not attend the counter-meeting, or sign the counter-meeting decisions; does not attend the assembly or submit arguments to the Popular Assembly, and act as a representative or a spectator. He is none other than Perumarankala Kesava Pillai. He and other honourable people, who have stood like him, deserve to be honoured and respected enough to erase the stigma caused by those who have become puppets in the hands of deceitful officials.

Let Travancore be free from such vile government employees!

Readers may have seen an advertisement that was published in this newspaper under the heading "Bomb Case" about the 'Devi Soap Factory,' which has been running for some time at Thathamangalam in Kochi State. Not many people know the fact that this factory was established by the efforts of a native and the different varieties of soaps made there are now popular in Kerala. Out of a sense of duty that the governments of the native rulers are particularly obliged to encourage the natives in handicrafts and similar activities, the Government of Cochin has ordered the workers of this factory to hand over the necessary quantity of soaps to the Medical Department of Cochin; which is a great support for the progress of this profession.

The manager of this factory is a man who has travelled to North India to learn a profitable profession at great expense and hardship. ...(Text missing)...the conditions for joining this training course are given in the advertisement published. They have written to us that if there are fifty applicants from Travancore, they can provide training in this profession for a very small fee. Students are not required to go and stay at Thathamangalam for this purpose. All lessons will be communicated through letters. Students are not required to have studied English, but must know Malayalam or Tamil.
