ബ്രിട്ടീഷ് രാജ്യത്തിലെ സ്വതന്ത്രപരിശ്രമ കക്ഷികളുടെ പ്രമാണിയായ മിസ്റ്റർ കേയർഹാർഡി, നാലഞ്ചു മാസക്കാലം മുമ്പ് ഇന്ത്യയെ സന്ദർശിച്ച്, ഇന്ത്യയുടെ യഥാർത്ഥമായ അവസ്ഥയെ അറിഞ്ഞു, ഇംഗ്ലണ്ടിലേക്ക് തിരിച്ചു ചെന്നതിൻെറ ശേഷമായി, ഇന്ത്യൻ രാജ്യകാര്യങ്ങളെപ്പറ്റി ഇംഗ്ലീഷ് ജനസാമാന്യത്തിൻെറ മധ്യത്തിൽ, വളരെ താല്പര്യം ജനിപ്പിച്ചിട്ടുണ്ടെന്ന്, അദ്ദേഹത്തിൻെറ പ്രസംഗങ്ങൾ മുഖേന വായനക്കാർ അറിഞ്ഞിരിക്കുമല്ലോ. അചിരേണ, ഇംഗ്ലണ്ടിലെ പ്രധാനമന്ത്രിസ്ഥാനത്തെ അലങ്കരിക്കുന്നതു കാണുവാൻ തൻ്റെ പക്ഷക്കാരാൽ ആശംസിക്കപ്പെട്ടിരിക്കുന്ന ഇദ്ദേഹം നിമിത്തം, ഇംഗ്ലീഷ് ജനങ്ങൾക്ക് ഇന്ത്യയുടെ പേരിലുള്ള അനുകമ്പ വർദ്ധിക്കുന്നുണ്ടെന്ന്, ഇംഗ്ലണ്ടിൽ നിന്ന് ഇന്ത്യയിലെ ഇംഗ്ലീഷ് പത്രങ്ങളിൽ റിപ്പോർട്ട് ചെയ്യപ്പെടുന്ന വാർത്തകളാൽ ഊഹിക്കാവുന്നതാകുന്നു. ഇന്ത്യക്കാർക്ക് സ്വയംഭരണാവകാശത്തെ പ്രബലമായി സ്ഥാപിക്കുന്നതിന് ഇംഗ്ലണ്ടിലെ പാർലമെന്‍റ് സഭയിൽ പ്രഗത്ഭരായ ചിലർ നന്നെ ശ്രമപ്പെടുന്നുണ്ടെന്ന് നാം അറിയുന്നുണ്ടല്ലോ. അവരുടെ യത്നം മിസ്റ്റർ കേയർ ഹാർഡിയുടെ പ്രത്യാഗമനത്താൽ, കുറേക്കൂടി ബലപ്പെട്ടു വരുന്നതായിട്ടാണ് കാണുന്നത്. ഇക്കഴിഞ്ഞ തിങ്കളാഴ്ചയിലെ 'മദ്രാസ് സ്റ്റാൻഡേർഡ്' പത്രത്തിൽ ലണ്ടൻ ലേഖകനായ മിസ്റ്റർ എസ്. കെ. റാറ്റ് ക്ലിഫ് എഴുതിയിരിക്കുന്ന കത്തിൽ ഒരു ഘട്ടം നമ്മുടെ സവിശേഷമായ ശ്രദ്ധയെ ആകർഷിക്കുന്നുണ്ട്. ഹഡഴ്‌സ് ഫീൽഡ് എന്ന സ്ഥലത്തുവച്ച്, ഇരുമ്പുപണി, നെയ്ത്തു മുതലായ തൊഴിലുകൾ നടത്തുന്ന ആ ദിക്കിലെ ജനസമൂഹത്തിൽ, മിസ്റ്റർ കേയർഹാർഡി, ഇന്ത്യയുടെ ഇപ്പോഴത്തെ സ്ഥിതിയെപ്പറ്റി പ്രസംഗിച്ചപ്പോൾ, ഇന്ത്യാ ഉല്പതിഷ്ണു കക്ഷികളായ ഇംഗ്ലീഷ് ജനങ്ങളുടെ ഭരണത്തിൻ കീഴിൽ, സ്വേച്ഛാപ്രഭുത്വത്തെയാണ് സഹിച്ചു പോരുന്നതെന്നുള്ള വാസ്തവത്തെ, ഇംഗ്ലീഷ് പത്രങ്ങൾ, മറയ്ക്കുവാൻ ശ്രമിക്കുന്നു എന്ന് അദ്ദേഹം വ്യസനിച്ചു പറഞ്ഞതായി മേല്പടി ലേഖകൻ പ്രസ്താവിച്ചിരിക്കുന്നു. ഇന്ത്യയെപ്പറ്റി വാസ്തവത്തെ തുറന്നു പറയുവാൻ ഒരാൾ ഉണ്ടാകേണ്ട കാലം ആയിരിക്കുന്നു എന്നും, ഇന്ത്യയിലെ ബ്രിട്ടീഷ് സാമ്രാജ്യത്തെക്കുറിച്ച് ഇംഗ്ലണ്ടിലെ ജനങ്ങൾ യഥാർത്ഥം അറിയേണ്ടതാണെന്നും അദ്ദേഹം, തൻ്റെ ശ്രോദ്ധാക്കളെ ഗ്രഹിപ്പിച്ചു. ഇന്ത്യ, നാട്ടുരാജാക്കന്മാരുടെ ഭരണത്തിൻ കീഴായിരുന്നപ്പോഴത്തെതിനേക്കാൾ ഇപ്പോൾ ഉത്തമമായ അവസ്ഥയെ പ്രാപിച്ചിട്ടുണ്ടെന്നുള്ള ബോധം തെറ്റാണെന്നും; ജനങ്ങൾക്കുവേണ്ടി ചെയ്യാവുന്ന ഗുണങ്ങളൊക്കെ ഗവൺമെന്‍റ് ചെയ്യുന്നുണ്ടെന്ന് പറയുവാൻ പാടുള്ളതല്ല എന്നും ആയിരുന്നു മിസ്റ്റർ കേയർഹാർഡി, പ്രസ്താവിച്ചത്. ഇന്ത്യയിലെ സ്ഥിതി വളരെ മോശപ്പെട്ടു വരുന്നു എന്നും, ഇങ്ങനെയാവുകയല്ലാതെ സംഗതിയില്ലെന്നും അദ്ദേഹം പറഞ്ഞിരിക്കുന്നു. തനിക്ക് ഗ്രേറ്റ് ബ്രിട്ടനിലെ ഓരോ നഗരത്തിലും ഗ്രാമത്തിലും പോകാൻ സംഗതിയാകുന്ന പക്ഷം, ഇന്ത്യയെപ്പറ്റിയുള്ള വാസ്തവം ജനങ്ങളെ അറിയിക്കുമെന്നാണ് മിസ്റ്റർ ഹാർഡി കരുതിയിരിക്കുന്നത്. ഇത്ര പ്രബലനായ ഒരു ജനപ്രധിനിധിയുടെ വാക്കുകൾക്കുള്ള പ്രഭാവം ജനങ്ങളിൽ പ്രകടിപ്പിക്കപ്പെടാതെയിരിക്കയില്ലെന്നത് നിശ്ചയമാണല്ലോ. അതിന്മണ്ണം തന്നെ, പരിശ്രമകക്ഷിയുടെ സഭായോഗത്തിൽ, ഇന്ത്യൻ നാഷണൽ കോൺഗ്രസ്സിന്റെ ഉദ്ദേശങ്ങളെപ്പറ്റി അനുകമ്പ ഉണ്ടെന്നും, ഇന്ത്യക്കാർക്ക് അവരുടെ സ്വന്തം കാര്യങ്ങളിൽ അധികം ഫലവത്തായ നിയന്ത്രണാവകാശം കൊടുക്കേണ്ടതാവശ്യമെന്നും ഉള്ള പ്രമേയങ്ങളെ വാദിച്ച് സ്ഥിരപ്പെടുത്തിയിരിക്കുന്നു. ഈ സംഗതികളെ പ്രതിപാദിച്ച അവസരത്തിൽ, മിസ്റ്റർ കേയർഹാർഡി, ഇന്ത്യയ്ക്ക് സ്വയംഭരണാവകാശം നൽകുവാൻ യോഗ്യതയില്ലെന്ന് ശഠിക്കുന്നവരുടെ പ്രതിവാദങ്ങൾ വാസ്തവത്തിന് വിപരീതമാണെന്ന് യുക്തിപൂർവ്വം സ്ഥാപിക്കുകയുണ്ടായി. ബറോഡ, മൈസൂർ, തിരുവിതാംകൂർ ഈ മൂന്ന് രാജ്യങ്ങളുടെയും ഭരണം ഇന്ത്യയുടെ ഇതരഭാഗങ്ങൾക്ക് ഒരു മാതൃകാപാഠം ആണെന്നാണ് മിസ്റ്റർ കേയർഹാർഡി പറഞ്ഞത്. ഈ രാജ്യങ്ങൾ, സ്വദേശീയരാൽ തന്നെ വളരെ അഭിനന്ദനീയമായി ഭരിക്കപ്പെടുന്ന സ്ഥിതിക്ക്, ഇന്ത്യക്കാർ സ്വയംഭരണത്തിന് യോഗ്യരല്ലെന്നു പറയുന്നത് അസംബന്ധം തന്നെയാകുന്നു. വാസ്തവത്തിൽ ബ്രിട്ടീഷുകാരാൽ ഭരിക്കപ്പെടുന്ന പ്രദേശങ്ങളിൽ മാത്രമേ, സ്വയംഭരണത്തിന് ഇന്ത്യക്കാർ യോഗ്യരല്ലെന്ന് പറയുന്നത് ശരിയായിരിക്കു എന്നാണ് മിസ്റ്റർ കേയർഹാർഡി വാദിക്കുന്നത്. അതിനുള്ള കാരണമാകട്ടെ, ഇംഗ്ലണ്ടിലെ ഇടത്തരം ജനസമൂഹങ്ങളിലെ പതിനോരായിരം ജനങ്ങൾ, ഇന്ത്യാരാജ്യഭരണത്തിൽ, സുഖസമ്പാദകമായ ഉദ്യോഗങ്ങളിൽ പ്രവേശിച്ചിരിക്കുന്നതാണെന്നും അദ്ദേഹം പറഞ്ഞിരിക്കുന്നു. മിസ്റ്റർ ഹാർഡി, തൻ്റെ എതിർ പക്ഷക്കാർക്ക് വഴങ്ങാത്ത ഒരു പ്രബലനായ പ്രതിവാദിയാകയാൽ, ഇന്ത്യയുടെ ക്ഷേമ കാര്യത്തിനായുള്ള വാദങ്ങളിൽ, പാർലമെന്‍റ് സഭയിൽ വളരെ ക്ഷോഭമുണ്ടാക്കുമെന്നാണ് തോന്നുന്നത്. സ്വതന്ത്രപരിശ്രമകക്ഷിയുടെ പ്രാബല്യം ****സംഗതിയാവും എന്ന് ഇന്ത്യയുടെ ക്ഷേമകാംക്ഷികൾക്ക് വിശ്വസിക്കാവുന്നതാകുന്നു.

India and the Independent Labour Party

The founder-leader of Britain’s Independent Labour Party, Mr. Keir Hardie, had visited India about five months ago to gather firsthand information about the conditions prevailing in the country. Our readers must be seized of the fact by now that the people of Britain have developed pro-India sentiments after listening to his speeches back in England since his visit to the country. It may be surmised from the news reports dispatched from England and published in the Indian English papers that, thanks to the efforts made by Mr. Hardie, whom the members of his party want to be the prime minister of Great Britain in due course of time, the people of England are becoming more and more sympathetic to India. We know that some eminent members of the British parliament themselves are striving for the right of self-rule to be granted to Indians. It can be seen that their efforts are further strengthened with the return of Mr. Keir Hardie to the scene.
A part of the report filed last Monday by Mr. S.K. Radcliff, the London correspondent of the daily Madras Standard, is worthy of attracting our special attention. The correspondent said in the aforementioned portion of his report that it was with regret that Mr. Keir Hardie, while speaking about the current situation in India to an audience comprising of steel workers and weavers at Huddersfield, pointed out the fact that the English press is trying to conceal the fact that India at present is subject to the despotic rule under the so-called British Liberal regime. He further said that it was high time that somebody was there to say aloud the truth about India. Mr. Hardie also drove home to his audience the point that the people of England must have a real picture of the British Empire in India. The awareness that India has now attained to a better position than it had under the rule of the princely states is wrong. And it is also wrong to say that the British Government in India is doing all that is beneficial for the people. He further stated that the condition in India is getting worse and the fact is that it cannot be otherwise. Mr. Hardie hopes to take the truth about India to the people in case he has the chance to visit every city and village of Great Britain. It is certain that the words of such a powerful personality will impact the people.
Accordingly, at a council meeting of the Labour Party, motions expressing sympathy towards the cause of the Indian National Congress and the need for granting the people of India more effective autonomy were adopted. While speaking on these issues, Mr. Keir Hardie rationally refuted the counter opinions of those who are against granting India autonomy. In the opinion of Mr. Keir Hardie, the rule prevailing in the three princely states of Baroda, Mysore, and Travancore are worthy of emulation by the other rulers elsewhere in India. Since these states are admirably ruled by the natives, it is absurd to say that Indians are unfit for self-rule. According to Mr. Keir Hardie, Indians can be unfit for self-rule in provinces where the British are in power. And this fallout is the result of around 11,000 people belonging to the British middle class enjoying highly paid comfortable positions in India. As Mr. Hardie is a formidable opponent of the British ruling party, the deliberations in British parliament regarding India’s welfare are expected to be tumultuous.
