ബ്രിട്ടീഷ് ഇന്ത്യൻ രാജ്യകാര്യക്ഷോഭങ്ങൾ

മിസ്റ്റർ ലാലാ ലജപത് റായിയെ  നാടുകടത്തിയത് സംബന്ധിച്ച് ഇന്ത്യയിൽ പലേടത്തും ജനഭീതി ഉണ്ടായിരിക്കുന്നുവെന്ന് നാം കണ്ടുവല്ലോ. ബ്രിട്ടീഷ് ഗവണ്മെന്‍റിന്‍റെ ഈ നടപടിയെ കുറിച്ച് ഇന്ത്യയിലുള്ള ജനങ്ങൾ അത്യന്തം വ്യസനിക്കുന്നതായി പലേ  നഗരങ്ങളിലും ഗ്രാമങ്ങളിലും ഇതിനിടയിൽ കൂടിയിരുന്ന സഭായോഗങ്ങളിലെ നിശ്ചയങ്ങളും പ്രസംഗങ്ങളും നമ്മെ അറിയിക്കുന്നുണ്ട്. ലജപത് റായിയുടെ സ്വദേശത്ത് തന്നെ ഇത് സംബന്ധമായുള്ള പ്രതിഷേധ സംഘങ്ങൾ കൂടുവാൻ നിശ്ചയിച്ചിരിക്കുന്നുവെന്നും നാം അറിഞ്ഞു. എന്നാൽ, രാജ്യകാര്യവിഷയങ്ങളെ പ്രതിപാദിക്കുന്നതിനുള്ള സഭകളെ മുടക്കുന്നതിന് ഈയിടെ  ഇന്ത്യാ വൈസ്രോയ് പുറപ്പെടുവിച്ച ചട്ടമനുസരിച്ച് ലാഹോറിലെ മഹാജനസഭായോഗത്തെ തടഞ്ഞിരിക്കുന്നതായി കാണുന്നു. ഈ നാടുകടത്തലിനെയും ഇന്ത്യയിലെ ഇപ്പോഴത്തെ അസ്വസ്ഥതയെയുംപറ്റി ഈയിടെ  കൊടൈക്കനാലിൽ കൂടിയിരുന്ന ക്രിസ്ത്യൻ മിഷണറി കോൺഫറൻസിൽ പലേ പാശ്ചാത്യന്മാരും പ്രസംഗിച്ചപ്പോൾ ഗവണ്മെന്‍റിന്‍റെ അപനയങ്ങളെ ആക്ഷേപിച്ചിരുന്നതായി അറിയുന്നു. ഇന്ത്യൻ രാജ്യകാര്യപരിഷ്കാരവാദങ്ങളിൽ അനതിക്രമികക്ഷിയിൽ ചേർന്ന മിസ്റ്റർ ഗോഖലെ ഇപ്പോഴത്തെ അസ്വസ്ഥതയെപ്പറ്റി "ടൈംസ് ഓഫ് ഇന്ത്യ" പത്രത്തിലേക്ക് എഴുതിയിരിക്കുന്ന ദീർഘലേഖനത്തിൽ, പഞ്ചാബിലെ ഇളക്കങ്ങൾക്ക് കാരണം മിസ്റ്റർ ലജ്‌പത്‌ അല്ലെന്നും ഗവണ്മെന്‍റിന്‍റെ ചില നടപടി വീഴ്ചകളാണെന്നും പ്രസ്താവിച്ചിരിക്കുന്നു. പഞ്ചാബിലെ കുടിപ്പാർപ്പുബിൽ നിയമമായി സ്വീകരിച്ചുകൂടെന്ന് ഇന്ത്യ വൈസറായിക്ക് തോന്നുകയും നിയമനിർമ്മാണ സഭയിൽ നിന്ന് തള്ളുകയും ചെയ്തിരിക്കുന്നു................   ചില സാമാജികന്മാർ ചോദ്യം ചെയ്തതിൽ, പ്രത്യേകമൊരു സങ്കടത്തിലുള്ള ക്ഷോഭം കൊണ്ടല്ലെന്നും, നിർബാധമായ വിധം രാജദ്രോഹം പ്രവർത്തിക്കുന്നതിന് ഉത്സാഹിക്കയാലാണെന്നും  മിസ്റ്റർ മാർലി മറുപടി പറഞ്ഞിരിക്കുന്നു. അങ്ങനെ രാജദ്രോഹം പ്രവർത്തിക്കുന്നവരെ മുറപ്രകാരം കേസ്സിലുൾപ്പെടുത്തി വിചാരണ ചെയ്തു ശിക്ഷിക്കുന്നതിനു  നിയമം ഉണ്ടായിരിക്കെ, ഇപ്രകാരം അനിയന്ത്രിതമായ ദുസ്വാതന്ത്ര്യം പ്രവർത്തിച്ചത് ശരിയല്ലെന്നുള്ള ആക്ഷേപം മുറുകിവരുകയാണ് ചെയ്യുന്നത്. ഗവന്മേണ്ടിൻ്റെ ഈ നടവടിയെപ്പറ്റി ഇന്ത്യൻ ജനങ്ങൾക്ക് അതൃപ്തിയല്ലേ ഉള്ളതെന്ന് പാർളിമെണ്ടിൽ തന്നെ ചില സാമാജികന്മാർ ചോദിച്ചതിന് മിസ്തർ മാർലി പറഞ്ഞ മറുവടി കുറേക്കൂടെ രസജനകവും, ഇന്ത്യക്കാരുടെ ആകാംക്ഷകളെയും സങ്കടങ്ങളെയും സംബന്ധിച്ചുള്ള ആലോചനാഘട്ടങ്ങളിൽ മിസ്തർ മാർളി, രാജ്യകാര്യൈന്ദ്രജാലികനാണെന്ന് ഇന്ത്യക്കാരെ ബോധ്യപ്പെടുത്തുന്നതും ആയിരിക്കുന്നു. മിസ്റ്റർ ലജ്പത്റായിയെ നാടുകടത്തിയതിൽ  ഇന്ത്യക്കാർക്ക് ചില കൂട്ടർക്ക് പ്രകടമായ അതൃപ്തി ഉണ്ടെങ്കിലും മറ്റ് പലകൂട്ടർക്കും പ്രകടമായ തൃപ്തിയാണുള്ളതെന്നും ആണ് മിസ്റ്റർ മാർലി മറുപടി പറഞ്ഞിരിക്കുന്നത്. ഇന്ത്യയെ സംബന്ധിച്ചുള്ള സങ്കടകാര്യചോദ്യങ്ങൾക്ക് മിസ്റ്റർ മാർലിയുടെ ഇപ്പോഴത്തെ നില, ദേഹമാസകലം എണ്ണ പുരട്ടിക്കൊണ്ട് ഗുസ്തിപിടിത്തത്തിന് നിൽക്കുന്ന ഒരു അഭ്യാസിയുടെ നിലയാണെന്ന് വ്യസനിക്കേണ്ടി വരുന്നു. ഇന്ത്യ ആകപ്പാടെ അന്തച്ഛിദ്രങ്ങളാൽ ഇളകിമറിഞ്ഞ് ബ്രിട്ടീഷ് സാമ്രാജ്യത്തിൻ്റെ മേൽക്കോയ്മയ്ക്ക് പണ്ടത്തെ  ശിപായി ലഹളക്കാലത്തെപ്പോലെ ഒരു ഭയങ്കര ഇളക്കം തട്ടിച്ചിരിക്കുന്നുവെന്നാണ് മിസ്റ്റർ മാർളിയെ ഇന്ത്യാഭരണാധികാരികൾ ധരിപ്പിച്ചിരിക്കുന്നതെന്ന് അദ്ദേഹത്തിൻെറ പ്രസംഗങ്ങൾ വായിച്ചാൽ തോന്നിപ്പോകും. ഒരു നൂറ്റാണ്ടോളം കാലം പഴകിയതും, ഇന്ത്യാരാജ്യം ആഭ്യന്തര കലഹങ്ങളിൽ നിന്നും വിമുക്തമാകുന്നതിനും സുസ്ഥിരമാകുന്നതിനും മുമ്പ് നിർമ്മിക്കപ്പെട്ടതുമായ ഒരു ചട്ടത്തെ ഇക്കാലത്തു പ്രയോഗിച്ചതിലുള്ള ഔചിത്യത്തെപ്പറ്റി ജൂൺ 6 - ന് പാർലമെൻ്റിൽ തുടങ്ങിയിരിക്കാവുന്ന ഇന്ത്യൻ ബഡ്ജറ്റ് വാദപ്രതിവാദാവസരത്തിൽ ചോദ്യങ്ങൾ ഉണ്ടായിരുന്നിരിക്കാൻ ഇടയുണ്ട്. ഇന്ത്യയിലെ ഇപ്പോഴത്തെ അവസ്ഥയുടെ വാസ്തവ കാരണം അന്വേഷിച്ചറിയുന്നതിനും നിവാരണോപായങ്ങൾ കല്പിക്കുന്നതിനും ഒരു കമ്മീഷനെ നിശ്ചയിക്കുമെന്നും പാർലമെൻറ്റ് സാമാജികന്മാർ ചിലർ സഭയിൽ പ്രസ്താവിക്കുന്നതാണെന്നും കേട്ടിരുന്നു. ഇതിനിടെ, പഞ്ചാബിലെ ലഹളക്കാരിൽ മറ്റൊരു പ്രമാണിയെന്ന് ഗണിക്കപ്പെട്ടിരുന്ന അജിതസിംഹനെ അമൃതസാരത്ത് വെച്ച് പിടിച്ചതായും നാടുകടത്തി മണ്ടലയിലേക്ക് കൊണ്ടുപോയിരിക്കുന്നതായും വർത്തമാനം കിട്ടിയിരിക്കുന്നു. കൊതുകിനെ കൊൽവാൻ മല അടിച്ചു എടുക്കേണ്ട ആവശ്യമേ ഇല്ലായിരുന്നു എന്ന്,  ഈ സംഗതിയെപ്പറ്റി ചില പത്രങ്ങൾ പ്രസ്താവിക്കയും ചെയ്തിരിക്കുന്നു. ഇന്ത്യയിലെ അസ്വസ്ഥതയെ വർദ്ധിപ്പിക്കുന്നത് ചില നാട്ടുപത്രങ്ങളാണെന്നും അവയിൽ ഭിന്നവർഗ്ഗക്കാരെ തമ്മിൽ തല്ലിക്കുന്നതിനും ഗവണ്മെന്‍റിന്‍റെ പേരിൽ പ്രജകൾക്ക് വിരോധം ഉണ്ടാക്കുന്നതിനും പൊതുജനസമാധാനം ഇല്ലാതാക്കുന്നതിനും പലപത്രങ്ങളും ഉത്സാഹിക്കുന്നുണ്ടെന്നും ഗവണ്മെന്‍റ് അറിയുന്നതായും അതിൻ്റെ നിവാരണത്തിന് വേണ്ടി എല്ലാ സംസ്ഥാനങ്ങളിലും നിയമത്തെ ലംഘിക്കുന്ന വിധം രാജദ്രോഹകമായിട്ടും മറ്റും നടത്തപ്പെടുന്ന പത്രങ്ങളുടെ മേൽ ക്രിമിനൽ കേസ് നടത്തേണ്ടത് ആവശ്യമെന്നു കണ്ടിരിക്കുന്നതായും ഒരു പുതിയ സർക്കുലറും ഇന്ത്യാ ഗവണ്മെന്‍റ് പുറപ്പെടുവിച്ചിരിക്കുന്നു. പൊതുജനസംഘനിരോധനവും വർത്തമാനപത്ര സ്വാതന്ത്ര്യനിരോധനവും സംബന്ധിച്ചുള്ള ഈ പുതിയ കല്പനക്ക് ആറുമാസം കഴിഞ്ഞാൽ പ്രാബല്യം ഇല്ലാതാകുമെന്ന് കണ്ടിട്ട് ഉടൻ വൈസറോയിയുടെ നിയമനിർമ്മാണസഭയിൽ ഒരു പ്രസ്സ്ബിൽ ഹാജരാക്കാനും ആലോചനയുണ്ട്. പൊതുജനാഭിപ്രായത്തിനുള്ള മാർഗ്ഗങ്ങളിൽ പ്രധാനപ്പെട്ട രണ്ടെണ്ണം പൊതുജനസഭയും പത്രവുമായിരിക്കുന്ന സ്ഥിതിക്ക് അവയെ അടച്ചു  കഴിഞ്ഞാൽ ജനങ്ങൾ അവരുടെ സങ്കടവിളികളെ പുറത്തറിയിക്കയില്ലല്ലോയെന്നാണ് ഉദ്ദേശ്യമെങ്കിൽ അത് മനുഷ്യസ്വഭാവജ്ഞാന വൈകല്യത്തെ കുറിക്കയെ ആകുകയുള്ളു. മനുഷ്യർക്ക് ഉള്ളിൽ തിങ്ങിവിങ്ങുന്ന മനോഗതങ്ങളെ പുറത്തറിയിക്കുന്നതിനുള്ള ഉപായങ്ങൾ വേറെയും ഉള്ള സ്ഥിതിക്ക് ഗവണ്മെന്‍റിന്‍റെ ഇപ്പോഴത്തെ അപനയം അവരെ ഇപ്പോഴത്തേതിലും ഭയങ്കരമായ പ്രക്ഷോഭ മാർഗ്ഗങ്ങളിലേക്ക് ചാടിക്കുകയില്ലയോ എന്നാണ് ശങ്കിപ്പാനുള്ളത്. ജനങ്ങളിൽ ഒരു കക്ഷിക്കാർ രാജ്യദ്രോഹം പ്രവർത്തിക്കുന്നോ എന്ന് ബോധ്യപ്പെടുന്ന പക്ഷം അതിനെ ഇല്ലായ്മ ചെയ്യുന്നതിനുള്ള ഉദ്യമത്തിൽ അവരെ അധികം രാജദ്രോഹകരമായ ക്ഷോഭങ്ങൾക്ക് തള്ളിവിടരുതാത്തതാകുന്നു. ജനങ്ങളുടെ അസ്വസ്ഥതയുടെ മൂലകാരണത്തെ തേടിപ്പിടിച്ച് ആ കാരണത്തെ നശിപ്പിക്കുമ്പോൾ മാത്രമേ അസ്വസ്ഥത നശിക്കയുള്ളുവെന്നും നാം ഓർക്കേണ്ടതാണല്ലോ.

We have seen that people in many places in India are alarmed over the exile of Mr. Lala Lajpat Rai. We gather from the resolutions adopted and the speeches made in cities as well as villages in the country that the people of India are extremely aggrieved over this action of the British government. We are also aware of the news that in the home state of Lala Lajpat Rai itself, protest meetings against his exile have been planned. However, it is learnt that the massive public meeting to be held at Lahore has been proscribed under the new order issued recently by the Viceroy banning political protest meetings. It is also reported that at the Christian Missionary Conference held recently in Kodaikanal, many western delegates criticised the ill-conceived British policies in the backdrop of the exile and the atmosphere of unrest in the country following the banishment.

In a lengthy article in the Times of India written by Mr. Gokhale of the Moderates among the freedom fighters, it is stated that it is the flawed policies of the government, and not Mr. Lajpat, which stoked the fire of agitation in Punjab. The land tenancy bill of Punjab was rejected by the legislature as the Indian Viceroy felt that it should not be passed into law. …(Text missing) to the questions of some members of the legislature, Mr. Morley has replied that it was not out of anger at any specific grievance, but due to the uncontrolled zeal for committing treason. Public opinion against the authorities’ highhandedness in matters like this is gaining strength, since the government has law to file cases against the traitors and punish them, if found guilty, after due process of law. When the house was in session some Members of Parliament raised the question of the people getting dissatisfied by this action of the government. But the way in which Mr. Morley responded to the members’ concern was a little more amusing as he, in his laboured reply, tried to impress upon the Indians that he was always there to address the anxiety and grievances of the Indian people as effortlessly as a magician! Although some sections of the people are aggrieved over the exile of Mr. Lajpat Rai, many other Indians actually felt relieved at his banishment- that was how Mr. Morley put together his view on the issue.

We regret to say that the stand that Mr. Morley has taken vis-a-vis some disturbing questions about India reminds one of a wrestler who takes to the ring after profusely applying oil all over his body. A reading of his speeches gives the impression that the Indian administrators seem to have convinced Mr. Morley that the country is shaken from within owing to internal disturbances, like it had been when the so-called Sepoy Mutiny posed a threat to the dominance of the British Empire. Questions are likely to be raised during the budget debates in Parliament on June 6 about the appropriateness of applying a century old law today, which was framed long before India suppressed internal disturbances and stabilised itself. It was also heard that Members of Parliament would make a statement about a committee being appointed to enquire into the current state of affairs in India and suggest remedial measures thereon. Meanwhile, news was received with respect to Ajit Singh, another prominent rebel of Punjab, being arrested from Amritsar and exiled to Mandalay. “It was not at all necessary for the government to snatch away a mountain to get rid of a mosquito” was how some newspapers wrote about this development. The India government has also put out a new circular stating that it has become necessary for the government to clamp down on seditious papers by foisting criminal cases on them as it has come to the notice of the government that it is the vernacular press that stokes the fires of unrest in India by magnifying racial differences, antagonising the people against the government and destroying the general atmosphere of peace. In view of this new order banning public meetings and stifling press freedom losing its validity after six months, it is also being contemplated to move a new press bill in the Viceroy’s council. If the government thinks that it can silence people’s voices, provided the two prominent channels for airing public opinion, namely, public meetings and newspapers are shut down, all that it shows is the government’s skewed understanding of human nature. As the people have many other ways open to them to give vent to their anger over the oppressive measures of the government, it can be doubted with good reason that the current move on the part of the authorities to suppress people’s agitations is likely to double or even treble their animosity towards the government. If a section of the people is found to be acting against the interest of the country, no action having the potential of pushing them towards hatching more nefarious operations against the country should be resorted to by the authorities. We must also remember that the unrest among the people can be rooted out only if its root cause is tracked down and eliminated.
