ഇന്ത്യയുടെ വടക്കേ പ്രദേശങ്ങളിൽ അത്യുഗ്രമായി ബാധിച്ചിരിക്കുന്ന ക്ഷാമത്തെ സംബന്ധിച്ച് ഇന്ത്യാവൈസ്രോയിയുടെ അധ്യക്ഷതയിൽ, ഈയിടെ കൽക്കത്തയിൽ വച്ച് ഒരു മഹാജനയോഗം കൂടിയിരുന്നതായി കാണുന്നു. ഇപ്പോഴത്തെ ക്ഷാമം വടക്കു കിഴക്കൻ സംസ്ഥാനങ്ങളിലാണ് മുഖ്യമായി ബാധിക്കുന്നതെങ്കിലും, മധ്യ- ഇന്ത്യാ, പഞ്ചാബ്, ബംഗാൾ, മധ്യ സംസ്ഥാനങ്ങൾ, ബംഗാൾ മുതലായ സ്ഥലങ്ങളും ക്ഷാമത്തിന്‍റെ പിടിയിൽ അകപ്പെട്ടിട്ടുണ്ട്. ഉദ്ദേശം 15,000-ചതുരശ്ര മൈൽ പ്രദേശങ്ങളിൽ, ഏകദേശം അഞ്ചു കോടി ജനങ്ങളുടെമേൽ ഈ ബാധ വ്യാപിച്ചിട്ടുണ്ടെന്നും, അടുത്ത കാലത്തു തന്നെ മഴ പെയ്യാതിരിക്കുന്ന പക്ഷം, ക്ഷാമത്തിന്‍റെ കാഠിന്യം ഭയങ്കരമായിത്തീരുമെന്നും അറിയുന്നു. അനാവൃഷ്ടി നിമിത്തം സംഭവിച്ചിരിക്കുന്ന ഈ ആപത്ത് എത്രയോ ഉഗ്രമായിട്ടുള്ളതാണെന്ന് താഴെ സൂചിപ്പിക്കുന്ന കണക്കുകളാൽ വെളിപ്പെടുന്നതാകുന്നു. പഞ്ചാബിൽ ഒരു പ്രദേശത്തു തന്നെ, അഞ്ചു കോടി രൂപ വിലയ്ക്കുള്ള വിളവ് നശിച്ചു പോയിട്ടുണ്ട്. യുനൈറ്റഡ് പ്രാവിൻസസ്സ് എന്നു പേരായ വടക്കു പടിഞ്ഞാറൻ സംസ്ഥാനങ്ങളിൽ നെല്ലും ചോളവും വിളവുകൾ നശിക്ക കൊണ്ട് ഏകദേശം പതിനഞ്ചു കോടി രൂപ നഷ്ടമുണ്ട്. ഇപ്പോൾ ക്ഷാമരക്ഷാ പ്രവൃത്തികളിൽ ഉൾപ്പെട്ടിട്ടുള്ളവർത്തന്നെ പതിനഞ്ചു ലക്ഷത്തോളമുണ്ട്. ഇവരെക്കൂടാതെ, കുലാചാരങ്ങളുടെയും കുടുംബസ്ഥിതിയുടെയും നിബന്ധനകൾ നിമിത്തം പുറമേയിറങ്ങി വേല ചെയ്കയോ, ക്ഷാമനിവാരണനിധിയിൽ നിന്ന് സഹായധനം വാങ്ങുകയോ ചെയ്യാൻ പാടില്ലാത്തവരുടെ എണ്ണവും വളരെയുണ്ടായിരിക്കും. ഇവരെ മറ്റുള്ളവർ അറിഞ്ഞു എന്നു തന്നെ വരുകയില്ല. വൈസ്രോയിയുടെ ഉത്സാഹത്താൽ തുടങ്ങിയിരിക്കുന്ന ധർമ്മനിധിയെ കൂടാതെ വേറെ രക്ഷാനിധികളും ചില മഹാന്മാർ ഏർപ്പെടുത്തിയിട്ടുണ്ട്. ലാലാലജപത്‌റായി ഈ ആവശ്യത്തിനായിട്ടു തന്നെ കുറേ കാലമായി പലേടങ്ങളിലും സഞ്ചരിച്ചു പ്രസംഗിച്ചു പൊതുജനങ്ങളിൽ നിന്ന് പണം ശേഖരിച്ചു വരുന്നുണ്ട്. മറ്റു പലരും ഇതേ വിധത്തിൽ യത്നിച്ചു പോരുന്നു. വൈസ്രോയി തുടങ്ങിയ പ്രമാണികൾ ഏർപ്പെടുത്തിയിരിക്കുന്ന ധർമ്മനിധി, അനാഥരായവർക്ക് പലേ സഹായങ്ങളും ചെയ്യുന്നതിന് വിനിയോഗിക്കപ്പെടുന്നതിനു പുറമേ, വേല ചെയ്ത് ഉപജീവനം കഴിക്കാൻ കഴിവില്ലാത്ത വൃദ്ധന്മാർ, രോഗികൾ, സ്ത്രീകൾ, എന്നിങ്ങനെ  പല തരക്കാർക്കു ഉണ്ണാനും ഉടുക്കാനും അത്യാവശ്യം വേണ്ടി വരുന്ന സഹായം ചെയ്യുന്നത് കൊണ്ട്, വളരെ ക്ലേശങ്ങൾക്ക് ശമനം ഉണ്ടാകുമെന്നാണ് വൈസ്രോയി ആശിക്കുന്നത്. ഈ നിധിയെ സഹായിക്കാൻ ഇംഗ്ലണ്ടിലെ മഹാരാജാവായ എഡ്വേർഡ് ചക്രവർത്തി ഒരുങ്ങിയിരിക്കുന്നു എന്നും വൈസ്രോയി പ്രസ്താവിച്ചിരിക്കുന്നത് കൊണ്ട്, ഇന്ത്യയിലെ ഇപ്പോഴത്തെ ക്ഷാമകാഠിന്യത്തെപ്പറ്റി ഇംഗ്ലണ്ടിലും അസാമാന്യമായ താല്പര്യം വച്ചിട്ടുണ്ടെന്ന് വിചാരിക്കാവുന്നതാണ്. 

Severe Famine

It is seen that a mammoth public meeting under the chairmanship of the Viceroy of India was recently held in Kolkata against the northern regions of India coming under the grip of severe famine. Although it is the north – eastern states of India that have come under the current spell of devastating famine; Punjab, Bengal and many parts of central India have also been caught in the grip of this calamity. It is reported that about five crore people living in around 15,000 square miles have been afflicted by the famine and that if it does not rain in the near future, the severity of the famine will be most ruinous. The statistics given below will make it clear to anyone how severe the famine, which is the result of lack of rain, has become. In a province in Punjab alone, crops worth five croref rupees have been destroyed. In the north-western states, which are collectively called United Provinces, the loss due to the destruction of crops like paddy and maize is estimated to be to be around fifteen crore rupees. Around fifteen lakhs [1.5 million] people are already drafted for rescue operations connected with the famine. Apart from them, there can be a sizable number of people who are either reluctant or are forbidden to take assistance from famine alleviation funds, owing to restrictions imposed upon them in the name of traditions or social customs. It is possible that the others can be in the dark about the existence of these people. Apart from the charity fund started at the initiative of the Viceroy, some great people have also begun to raise funds with the aim of helping the famine affected people. Lala Lajpat Rai himself has been touring and making speeches at different places with the express purpose of raising funds. Some other people also have been making an effort along these lines. Apart from helping out those who are orphaned by the famine, the charity funds started by the Viceroy and other eminent people are also used to assist the aged, the sick, and the womenfolk, who are otherwise unable to earn a living. Hence, the Viceroy hopes that with such measures, the hardships faced by the people will be eased to a great extent. From the statement made by the Viceroy, it is learnt that the King of England, Emperor Edward, too has come forward to contribute to the charity funds being raised. It is therefore understood that the severity of the famine has aroused an extraordinary interest in England also.
