We have already adverted to make shift arrangements in our issue of the 8th, instant. The one complaint that was laid at the door of Mr. V.P. Madhava Row's administration was, that he left the matter of appointments and nominations, -which according to him were matters of mere second rate or third rate importance - entirely in the hands of his Secretaries and Peishkars. That the heart-burnings and complaints of disappointed persons rose to an abnormal degree, on this account, has to be admitted without reserve. That whether the Indian Statesman was responsible for any such commission or omission is a question that has yet to be determined. The questions that attracted , in the main , the attention of Mr. V.P , as the people really love to call him, were mainly of such longstanding and vital importance that " the father of the Sri Mulam Assembly " had but little time at his command , to bestow upon the " equal distribution of loaves and fishes, question. It cannot be denied for a moment  that such utter disregard to the official appointments may have led to a few unprincipled men in subordinate power to take advantage of the Dewan's good nature, and work and mould in a way to suit and promote their cherished objects and designs. The two years that he spent amidst us and for us , are eventful as any 5 years or 10 years of any Dewan before him barring his name-sake; and judging him by his achievements and glories, we are inclined to assert , that he was right and the thoughtless people also were right in their estimations of one another. He had an excuse. The Settlement, Viruthi, the Sri.Mulam Representative Assembly , the Central Account and Audit Office, the Civil Court and the High Court Regulations, the Forest, the Medical and other Conferences, and the last but not the least, the doing away with the taxation in kind , are subjects, any one or some of which, may properly  and without any exaggeration, occupy  the five years' regime of any Dewan.

Mr. Rajagopala Chari has not unfolded views or opinions and has been careful at this time to keep his plans to himself. Apart from that wild terror that he has fused into all subordinates, some whom may have stood in need of some such, and the clearing of the large legacy of arrears left by the acting regime of Mr. Nagamaiyah, Mr. Rajagopla Chari has not committed himself to any word or deed up to this time. To place any sort of reliance upon the interested recommendations made by his subordinates, is a bit dangerous, we can safely assert. That he looks into all questions of appointments, that he checks the waywardliness of his subordinates, and that he does not allow anybody to go scot -free when caught, are facts but too -well -known. During the time of Messrs. Gopalachary  and Nagamaiyah, a number of appointments dictated simply by selfish and interested motives,  have been recommended and sanctioned. We shall be really sorry even to hear that Mr. Rajagoplachari has fallen a prey to unprincipled and interested recommendations of his subordinates. A small slit now permitted will be made to admit a coach and four in times that are yet to come. We do not profess to be unerring; but we deem it our duty point out the dangers and sholas that lie before Mr. Rajagopalachari who is new to Travancore and has a fine reputation to loose.
