 വിദ്യാഭ്യാസ സിക്രിട്ടെരി ചെയ്യണമെന്നു നിശ്ചയിച്ചിട്ടുള്ള കൃത്യങ്ങളില്‍ പ്രധാനമായി വച്ചിട്ടുള്ളവ, വിദ്യാഭ്യാസവകുപ്പില്‍ അധ്യാപകന്മാരെയും ഇന്‍സ്പെക്ടര്‍മാരെയും നിയമിക്കുക. അവര്‍ക്കു അവധി അനുവദിക്കുക, അവര്‍ക്കു പ്രമോഷന്‍ കൊടുക്കുക. അവരെ മാറ്റുക. ഒരുസ്ഥലത്തുനിന്നും മറ്റുസ്ഥലത്തേക്കു നിയമിക്കുക. ഇന്‍സ്പേക്ടറന്മാര്‍ ചെയ്യുന്ന നിയമങ്ങളെ  സമ്മതിക്കുക ഇവയാണ്. ഇതു മിസ്റ്റര്‍ അയ്യപ്പന്‍പിള്ള മറ്റാരേയും ഏള്‍പ്പിക്കാതെ ചെയ്തുവരുന്ന ഒരു ജോലിയാകുന്നു. അതിനെ എങ്ങിനെ ആണു നിര്‍വഹിച്ചുവരുന്നത്?

 ഞാന്‍ ഒരു ശാസ്താവ്. ലോകത്തെ ശാസിക്കുന്നവന്‍- ശിക്ഷിക്കുന്നവന്‍- ഞാന്‍ താമസിക്കുന്ന സ്ഥലത്തിരുന്നാല്‍, വിദ്യാഭ്യാസവകുപ്പില്‍ വേലചെയ്യുന്ന പല ആളുകളും എന്നെ കടന്നുപോകുന്നതാണ്. പല ആളുകളിലും ശുപാര്‍ശകത്തുകളും ഉണ്ടായിരിക്കും. ഇവര്‍ എന്തിനാണ് സിക്രിട്ടരിയെ കാണുന്നത് ? ഇവരുടെ അടുത്ത മേലധികാരികള്‍ ഇന്‍സ്പക്ടരന്മാരാണല്ലൊ. അവരെ കണ്ട് സങ്കടങ്ങള്‍ പറഞ്ഞാല്‍ പോരെ? സിക്രിട്ടരി സാധാരണ, ഇന്‍സ്പെക്ടരന്മാരുടെ അഭിപ്രായങ്ങളെ ഗവര്‍ന്മെണ്ടിനെ അറിയിച്ച് ഉത്തരവുവാങ്ങി അയയ്ക്കുന്ന ആള്‍. ആ സിക്രിട്ടെരിയെ കാണുന്നതെന്തിന്? ഇന്‍സ്പക്ടരന്മാര്‍ പറയുന്ന അഭിപ്രായങ്ങളെ പരിശോധിക്കുന്നതിന് അധ്യാപകന്മാര്‍ ജോലിചെയ്യുന്ന സ്ഥലങ്ങളിലെത്തി അവരെ കാണുക. ഇന്‍സ്പെക്ടർന്മാരുടെ ഡയറികളെ വായിച്ച് അധ്യാപകന്മാരുടെയും ഇന്‍സ്പെക്ടരന്മാരുടെയും ജോലിവിവരം അറിയുക - ഈ രണ്ടു ജോലികളെയും സിക്രിട്ടെരി ചെയ്യുന്നില്ല - അതുകൊണ്ട്, ഇന്‍സ്പെകരന്മാരുടെ അഭിപ്രായങ്ങളെ ന്യായത്തോടുകൂടി പ്രതികൂലിക്കുവാന്‍ പാടില്ലാ. ഇവിടെ സിക്രിട്ടരി എന്താണ് ചെയ്യുന്നത്? കീഴ് ജീവനക്കാരുടെ നീതിനിഷ്ഠയും, നീതിബുദ്ധിയും , കാര്യപ്രാപ്തിയും ഫലപ്രാപ്തിയും എങ്ങനെയും നശിക്കട്ടെ- സിക്രിട്ടെരിക്കു ഒരേ തോത്-കീഴ് ജീവനക്കാര്‍ സിക്രിട്ടെരിയുടെ ഗൃഹത്തിലെത്തി, സിക്രിട്ടെരിയെയും  അതിനുമുമ്പെ അനുജനെയും പ്രസാദിപ്പിക്കുക- ഓഛാനിച്ച്- പഞ്ചപുച്ഛം അടക്കി- രണ്ടാംമുണ്ട് അരയില്‍ താഴ്ത്തി, അടങ്ങി ഒതുങ്ങിനിന്നു ഹിതത്തെ കാക്കുക- അതോടുകൂടി ശുപാര്‍ശക്കത്ത് - സിക്രിട്ടരിയെ ആശ്രയിച്ച് സങ്കടങ്ങള്‍ ബോധിപ്പിക്കുക. മറ്റു പല വലിയ വിധങ്ങളില്‍ സിക്രിട്ടെരിയുടെ ആനുകൂല്യം സമ്പാദിക്കുക. മറ്റുപല വലിയ വിധങ്ങള്‍ ഉള്ളതായി പലരും പറയുന്നു. സ്ത്രീവാധ്യാന്മാര്‍ പലരും സിക്രിട്ടെരിയെ ഗൃഹത്തില്‍ചെന്നു കാണുന്നുണ്ട്. അവരുടെ ക്ഷേമവൃത്താന്തം സിക്രിട്ടെരി അന്വേഷിക്കുന്നുണ്ട്.- അങ്ങനെ കാണുന്നവരോട് പ്രസാദം- അവര്‍ക്കു പ്രമോഷന്‍, അവര്‍ക്കു അവധി - കാണാത്തവരെ സിക്രിട്ടെരി ശ്രദ്ധിക്കുന്നില്ല. അവര്‍ കാര്യപ്രാപ്തി ഇല്ലാത്തവര്‍, നിഷേധികള്‍, ധിക്കാരികള്‍ - ഇവര്‍ ഒരിക്കല്‍ സിക്രട്ടെരിയെ വീട്ടില്‍ചെന്നു കാണുകയും സമ്മാനങ്ങളെകൊണ്ട് പ്രസാദിപ്പിക്കുകയും ചെയ്യട്ടെ. സിക്രിട്ടെരി പ്രസാദിക്കും. അദ്ദേഹം  ക്ഷിപ്രപ്രസാദിയാകുന്നു. ഈ ഉപായങ്ങളെ കൂടാതെ സിക്രിട്ടെരിയെ പ്രസാദിപ്പിക്കേണ്ടതിന് വേറെ ഉപായങ്ങളും  ധാരാളമുണ്ട്. അവയെ പ്രസ്താവിക്കുന്നില്ലാ. സ്ത്രീവാധ്യാന്മാരുടെ ഈ വക ക്ലേശങ്ങള്‍ ഏറെയുണ്ട്. ആരെയെങ്കിലും വിളിച്ചുചോദിച്ചാല്‍, ഓരോരുത്തിക്കും ഓരോ ചുമടു ക്ലേശവാര്‍ത്ത പറവാനുണ്ടായിരിക്കും. ഇതുപോലെ പുരുഷന്മാര്‍ക്കും ഉണ്ട്. അവയെ ഇനിയൊരിക്കല്‍ പറയാം.

 സിക്രിട്ടെരി  ഒരു നീതിയെ സ്ഥാപിച്ച്  ഒരു സേവകനല്ലാത്ത കീഴ് ജീവനക്കാരന് അവധി നിഷേധിക്കയോ, പ്രമോഷന്‍ നിഷേധിക്കയോ നിയമനംതന്നെ നിഷേധിക്കയോ ചെയ്യും. ആ നീതികൊണ്ട് തന്നെ, സേവന്മാരായ കീഴ് ജീവനക്കാര്‍ക്കു ഗുണം നല്‍കും. ഇന്നൊരു നീതികൊണ്ട് ഒരുത്തനെ ശിക്ഷിക്കുന്നു; ആ കുറ്റത്തില്‍ സേവനായ ഒരുത്തൻ  അകപ്പെടുമ്പോള്‍, അവനു അതു ഗുണകരമായിത്തീരുന്നു. അവനെ താങ്ങിക്കൊണ്ടും      പൊക്കിവച്ചും, സേവനല്ലാത്തവന്റെ എന്തുസാമര്‍ത്ഥ്യത്തെയും ****************എന്തുശക്തിയെയും ചവുട്ടിത്താഴ്ത്തി നിലത്തോടുചേര്‍ത്തു നീതിനടത്തുന്നു. ഒരിക്കല്‍ നാട്ടില്‍ വേലചെയ്യാതെ കള്ളംകാണിക്കുന്ന ഒരു കീഴുദ്യോഗസ്ഥന് ആവശ്യംപോലെ ശമ്പളം പിടിത്തംകൂടാതെ പ്രിവിലേജ് അവധി അനുവദിക്കും - കാട്ടില്‍കിടന്നു വേലചെയ്തു കഷ്ടപ്പെടുന്ന വേറൊരുദ്യോഗസ്ഥനു അനുവദിക്കുന്ന പ്രിവിലേജ് അവധി ശമ്പളം കൂടാതെയായിരിക്കും. എന്തൊരു പുതുമ! എന്തെല്ലാം  സൂത്രങ്ങളാണ് സേവന്മാരായ ഉദ്യോഗസ്ഥന്മാരെ പൊക്കിക്കൊണ്ടു പോകുവാനായി സിക്രിട്ടെരി പ്രയോഗിക്കുന്നത്! ഒരു കീഴുദ്യോഗസ്ഥന്‍ കാലംതോറും വ്യാജംകാട്ടി പോന്നു. അയാളുടെ വ്യാജം കണ്ടുപിടിച്ച് സിക്രിട്ടെരിക്ക് അറിവ് കിട്ടിയപ്പോള്‍ അയാള്‍ക്കു പ്രമോഷന്‍ നല്‍കി, അയാളെ സ്വദേശത്ത് നിയമിച്ചു കൊടുക്കുകയുണ്ടായി. സിക്രിട്ടെരിയുടെ ഇങ്ങനെയുള്ള നീതികളെയും തകരാറുകളെയും കണക്കുകൂട്ടുന്നതായാല്‍ അവ വളരെ ഉണ്ടെന്നുകാണും.

 ഇങ്ങനെ, സിക്രിട്ടെരി ശുപാര്‍ശയ്ക്കു വശഗനായി ഭവിച്ചതുകൊണ്ട്, കീഴ് ജീവനക്കാര്‍ അവരുടെ ജോലികളില്‍ ശ്രദ്ധയില്ലാത്തവരായി തീര്‍ന്നിരിക്കുന്നു. അവരുടെ കൃത്യനിഷ്ഠയും ജാഗ്രതയും അറിയുന്നതിന് ആളില്ലാതെ വന്നതുകൊണ്ടു അവരൊക്കെ സ്വന്തജോലിയെ തനിയെ വിട്ടിരിക്കുന്നു. ശുപാര്‍ശകൊണ്ടു സേവപിടിച്ചിട്ടുള്ളവര്‍ പിന്നെ വേല ചെയ്യണമെന്നുമില്ലല്ലൊ - എന്തായാലും, സ്കൂളുകളും അവയില്‍ പഠിക്കുന്ന കുട്ടികളും അനാഥരായി തീര്‍ന്നിരിക്കുന്നു.

The important duties assigned to the education secretary can be summed up as follows: to appoint teachers and inspectors to the education department; to grant leave to teachers, to promote them, to effect their transfers and to give consent to the decisions taken by the inspectors according to the rules. This is something that Mr Aiyyappan Pillai does all by himself without assigning the job to anybody else. And how does he do that?

I am a Sasthaav i.e., someone who chastises the world and punishes it. The place where I live is a seat of authority; many people who work in the department of education will pass me by. Many of them will have letters of recommendation. Why do they see the Secretary? Their immediate superior officers are the inspectors. Can’t they meet them and apprise them of their grievances? As a rule, the Secretary reports the opinions of the inspectors to the government to obtain orders. Why should they see the Secretary then? In order to examine the opinions made by the inspectors, all that is required is to go to the places where the teachers work and observe them. He can also read work diaries of inspectors and stay updated on details regarding the work assigned to teachers and inspectors.

But the Secretary does not perform these two duties. Therefore, he should not oppose the opinions of inspectors on some excuse. What is the Secretary actually doing here? May the fair-mindedness, sense of justice and efficiency on part of the subordinates be damned; the Secretary has only one yardstick – the subordinate officers are to visit the Secretary in his house or, even before that, see his younger brother and propitiate to them both. They are to maintain decorum by grovelling at his feet at the time of handing over the letter of recommendation and airing grievances.

There are many other grand methods by which one can win the favour of the Secretary. Indeed, many people aver that there are many other ways on a grand scale. Many women teachers visit the Secretary in his house. The Secretary, as a rule, enquires after them. Those who see him thus are bestowed with offerings. They get promotions and leaves. The Secretary does not mind those who do not go visit him. They are branded as inefficient, recalcitrant and arrogant. Once they visit him in his house and please him with gifts, he will immediately smile on them. He is quick to bless his worshippers. Apart from these stratagems, there are other ways to propitiate the Secretary. They are best left unmentioned for the time being. The women teachers, particularly, have many such difficulties. If any one of them is summoned for enquiries, each woman will have a full load of grievances to divulge. Likewise, the men too have their own grievances. They are kept aside to be written about later.

The Secretary has his own brand of justice by which he will deny leave, promotion or even an appointment to a servant who refuses to fawn over him. By the same yardstick, he will help out servants who flatter him. Today, he uses his brand of justice to punish a man and by the same yardstick, he will help out a pliant servant who gets caught for the same offence. He praises and paints a rosy picture of the servant; but, however able (Text missing) and powerful the person who is not a servant of his is, the Secretary crushes all those qualities down to earth to deliver justice! A favoured subordinate, who habitually shirks duty, although they are employed in the heart of the village, will be granted privilege leave without any deductions from their salary. But another officer who is posted in a remote area and despite doing their duty without fail is granted privilege leave with the pay for the period of absence being cut from their salary. What a novelty this is! What a number of tricks the Secretary uses to place his own servants on a higher pedestal!? There was a subordinate officer who, for a long time, remained unfaithful to the job assigned to him. When he was caught red-handed and the matter was reported to the Secretary, he was promoted to the next higher post and then transferred to his native place! Such methods used by the Secretary in meting out justice and other miscarriages are too many to keep count of.

As the Secretary has allowed himself to be influenced by recommendations like these, the subordinate officers have become unfaithful to work. Since there is no one around to see if they are punctual and faithful to their job, they have let go of their responsibility and wander around wherever they please. Those who have landed jobs and promotions through recommendations need not do the work assigned to them, do they? Because of all that has taken place, schools and the children who study there have become orphaned.
