തിരുനൽവേലി ലഹളയ്ക്കു ശേഷം

മാർച്ച് 13-ന് തിരുനൽവേലിയിൽ നടന്ന ലഹളയുടെ വിവരങ്ങൾ പലതും ഇപ്പോൾ വെളിപ്പെട്ടു വരുന്നുണ്ട്. ലഹളയുടെ യഥാർത്ഥ കാരണങ്ങളേയും, കർത്താക്കന്മാരേയും കണ്ടു പിടിക്കാൻ, ജില്ലാഭരണകർത്താക്കന്മാർ ശ്രമം ചെയ്തു പോരുന്നു. കളക്ടർ തിരുനൽവേലിയിൽ തന്നെയുണ്ട്. ലഹളക്കാരിൽ ചിലരെ ബന്ധിച്ചിരിക്കുന്നു. മറ്റു പലരെയും തിരിച്ചറിവാൻ പാടില്ലെന്ന് പറഞ്ഞ ചില ഉദ്യോഗസ്ഥന്മാരെ പണിയിൽ നിന്നും നീക്കിയിരിക്കുന്നു. മദ്രാസിലെ ചില പ്രധാനപ്പെട്ട പത്രങ്ങളുടെ പ്രത്യേക ലേഖകന്മാർ ലഹളസ്ഥലത്തു പോയി അന്വേഷിച്ച് എഴുതുന്ന റിപ്പോർട്ടുകൾ ചിലത് തമ്മിൽ യോജിപ്പില്ലാതെ കാണുന്നുണ്ട്. ലഹളയുടെ വാസ്തവമായ കാരണം ചിദംബരംപിള്ളയുടെ പ്രസംഗങ്ങൾ നിമിത്തമുണ്ടായ ക്ഷോഭമല്ലെന്നും, സ്വദേശിവ്രതത്തെ ധ്വംസിക്കുന്നതിന് എതിർ കക്ഷികൾ ചെയ്ത യത്നങ്ങളാലുള്ള ദ്വേഷമാണെന്നും; മുനിസിപ്പാലിറ്റിയിൽ നിന്ന് ജട്ക്കാ നികുതി മുതലായവ ദുർഭരമായ വിധം കൂട്ടിയതിനാലും, മറ്റും ജട്ക്കാക്കാർ മുതലായവർക്ക് നേരിട്ടിരുന്ന അക്ഷാന്തിയാണെന്നും ഒരു പ്രസ്താവമുണ്ട്. ലഹളക്കാർ ഒരു വ്യവസ്ഥയനുസരിച്ച് സംഘമായി ചേർന്ന് അക്രമത്തിനൊരുങ്ങിയതല്ലെന്ന്, വിശ്വസിക്കപ്പെടാവുന്ന പലരുടെയും വാക്കുകളിൽ നിന്ന് അറിയുന്നുണ്ട്. തങ്ങളുടെ തലവന്മാരായ ചിദംബരംപിള്ളയും ചങ്ങാതിമാരും  ജയിലിൽ അടയ്ക്കപ്പെടുകയാലുണ്ടായ വ്യസനഭ്രാന്തിയാൽ "പോക്കിരി" കളായ ചില അക്രമികൾ തദ്ദിനത്തെ ഒരു ദുഃഖാചാര ദിനമായി ആചരിക്കണമെന്ന് കരുതി, വ്യാപാരികളുടെ മനസ്സിന് വിപരീതമായി പീടികകൾ പൂട്ടിച്ച് അവരെ നിർബന്ധിച്ച് കൂട്ടത്തിൽ ചേർത്തതാണെന്നും മറ്റൊരു പ്രസ്താവമുണ്ട്. തൃച്ചിനാപ്പള്ളിയിൽ നിന്ന് പട്ടാളക്കാരെ വരുത്തി എന്ന് മുമ്പ് പ്രസ്താവിച്ചിരുന്നത് ശരിയല്ലെന്നും, വന്നവർ അവിടത്തെ പട്ടാളക്കാരല്ലാ, റിസർവ് പോലീസുകാരാണെന്നും, മറ്റും ചില വ്യത്യാസങ്ങളും വർത്തമാനത്തിൽ കാണുന്നുണ്ട്. മാർച്ച് 15-ന് തന്നെ തിരുനൽവേലിയിലെ പീടികകൾ തുറന്ന് വ്യാപാരം തുടർന്നു വരുന്നുണ്ട്. പട്ടണത്തിലെവിടെയും സമാധാനമുണ്ടെന്നും, അക്രമങ്ങൾ ചെയ്യാൻ കൂടിയ  ജട്ക്കാക്കാർ മാത്രം ബന്ധനത്തെ ശങ്കിച്ച് തങ്ങളുടെ ജോലിയിൽ പ്രവേശിച്ചിട്ടില്ലെന്നും അറിയുന്നു. 

ഇതിനിടെ, തിരുനൽവേലി, തൂത്തുക്കുടി, താച്ചനല്ലൂർ മുതലായ ചില നഗരങ്ങളിലും, അയൽഗ്രാമങ്ങളിലും, വിശേഷാലായി, പ്യുണിറ്റീവ് പോലീസിനെ ആറു മാസത്തേക്ക് സ്ഥാപിച്ചിരിക്കുന്നതായി ഗവർന്മേണ്ട് വിളംബരം പ്രസിദ്ധപ്പെടുത്തുകയും ചെയ്തിരിക്കുന്നു. ഈ പോലീസ് സൈന്യത്തിൻെറ ശമ്പളം മുതലായ വക ചെലവ് മുഴുവനും, ആ സ്ഥലങ്ങളിലെ ജനങ്ങളിൽ നിന്ന് കൂടുതൽ നികുതി ചുമത്തി വസൂലാക്കുന്നതാണെന്നും നിശ്ചയിച്ചിരിക്കുന്നു. ഇങ്ങനെ പോലീസ് സൈന്യത്തെ സ്ഥാപിക്കുന്നതിന് ആലോചനയുണ്ടെന്ന് ശങ്കിച്ച്, തിരുനൽവേലിയിൽ നിന്ന് ഗവർണറുടെ സഭയിൽ ജനപ്രതിനിധിയായ ബഹുമാനപ്പെട്ട ഗുരുസ്വാമി അയ്യർ, ആ നഗരത്തിലെ പ്രധാന പൗരന്മാരുടെ ഒരു പ്രതിനിധി സംഘത്തിന് ഗവർന്മേണ്ടിനെ അറിയിക്കാനുള്ളത് കേൾക്കണമെന്ന് കളക്ടറോട് ആവശ്യപ്പെട്ടതിൽ, അതുകൊണ്ട് പ്രയോജനമില്ലെന്നു പറഞ്ഞ് കളക്ടർ ഉപേക്ഷിച്ചാറെ മദ്രാസ് ഗവർണർക്കു കമ്പി വഴി അപേക്ഷ കൊടുക്കുകയും, ഗവർണർ അവരുടെ സങ്കടങ്ങളെ കേൾക്കാമെന്ന് മറുപടി അയയ്ക്കുകയും ചെയ്തിരിക്കുന്നു. ഒരു പ്യുണിറ്റീവ് പോലീസ് സൈന്യ സ്ഥാപനം എന്നത് ഒരു നഗരത്തിലെ നിവാസികൾക്ക് കൂടുതലായ ഭരണമെന്നുള്ളതല്ലാ അധികം സങ്കടമായ സംഗതി. അത്, ആ സ്ഥലത്തെ ജനസാമാന്യത്തിന് ഒരു കളങ്കമാകുന്നു എന്നുള്ളതിനാൽ, ഏതാനും അക്രമികളായ "പോക്കിരി"കളുടെ പ്രേരണയാൽ അത്തരക്കാർ കൂടിച്ചേർന്നു നടത്തിയ അക്രമത്തിന് മാന്യന്മാരായ തദ്ദേശ നിവാസികളെല്ലാം ഈ കളങ്കത്തെ സഹിക്കുന്നത് അവമതികരമെന്നാണ് പ്രതിഷേധിക്കുന്നത്. ചിദംബരംപിള്ളയെയും കൂട്ടുകാരെയും ജാമ്യത്തിന്മേൽ വിടുന്നതല്ലെന്ന് ഡിസ്ട്രിക്ട് ജഡ്‌ജി, അതിലേക്കുള്ള അപേക്ഷയെ തള്ളിയതിന്മേൽ, ഹൈക്കോടതിയിൽ ഹർജി ബോധിപ്പിച്ച്, ഇപ്പോൾ ജാമ്യത്തിൽ വിട്ടിരിക്കുന്നതായി അറിയുന്നു. അവരുടെ മേലുള്ള ക്രിമിനൽ കേസ് ഏപ്രിൽ 1-ന് വിചാരണയ്ക്ക് വച്ചിരിക്കുകയാണ്. അതിനിടയിൽ, ലഹള വീണ്ടും ഉണ്ടാകാതിരിക്കുന്നതിനു വേണ്ട പരിരക്ഷകൾ ചെയ്‌ത്‌, ദിക്കെങ്ങും സമാധാനം വരുത്തിയിരിക്കുന്നു എന്നറിയുന്നു.  

After the Tirunelveli Riots

Many details regarding the riots that broke out in Tiruvelveli on March 13 are now surfacing. The district administration is trying to find out the real reasons for the riots as well as the perpetrators behind it. The Collector is camping in Tirunelveli itself. Some of the rioters have been arrested. Some officials who pleaded ignorance about many of those who went on the rampage have been fired from their jobs. Some investigative reports filed from the scenes of riots by reporters of certain esteemed papers of Madras are found to be incongruous. There is a statement to the effect that it is not the outrage caused by the speeches of Chidambaram Pillai, which led to the riots; on the other hand, it is the attempts made by the opponents at violating the non-cooperators’ vow to boycott foreign goods and the exorbitant taxes imposed on jutkas [horse-drawn carts] by the municipal authorities that sparked the riots. It is learnt from reliable sources that the riot was not planned in advance. There is another statement to the effect that some “ruffians,” who were pained by their leaders - Chidambaram Pillai and others - being jailed decided to mark the day as a ‘black day’ and went about making the traders close down shops against their will. There are also conflicting reports about soldiers being dispatched from Thiruchirappalli to the scene of riots with another report suggesting that it was not the soldiers but the reserve police constables who were actually moved from there. Shops in Tirunelveli were opened and resumed business on March 15 itself. It is learnt that peace has returned to the city with only the jutka operators, who played an active role in starting the riots, keeping away fearing arrests.
Meanwhile the government has notified that it has deployed special punitive police for six months in cities such as Tirunelveli, Thoothukkudi, Thachanalloor and in some neighbouring villages. It has also been decided that the salary and other expenses for the police force will be met by imposing extra taxes on the people living in those places. Apprehending the news of such a police force being deployed, the people’s representative from Tirunelveli in the governor’s council, Mr. Guruswamy Aiyer, requested the Collector that he be allowed to represent to the delegation of prominent citizens the grievances to be brought to the attention of the government. Upon the Collector turning down his request, saying that such a move would not yield any result, he wired the grievances to the governor of Madras, who promptly replied that he would listen to what the people had to say. What is more saddening for the inhabitants of a city is not the deployment of a special punitive police force and the extra governance it entails. Rather, it is the ignominy that such a move brings upon the people that is saddening. That the commoners of a place should be tarnished in the name of a riot started and made worse by a gang of ruffians, needs to be protested against. It is further learnt that when the district judge denied Chidambaram Pillai and his men bail, they approached the high court, which granted them bail. Trial on the criminal case charged against them is set to begin on April 1. Meanwhile, it is also learnt that the government has taken all steps to prevent a resumption of the riots and to ensure that peace reigns in the riot affected areas.
