വിദ്യാഭ്യാസ കാര്യങ്ങളെയും, ക്ഷേത്രം വക കാര്യങ്ങളെയും പൊതുജനങ്ങളുടെ അധീനത്തിൽ വിട്ടു കൊടുക്കുന്നത്, അവയുടെ ശരിയായ ഭരണത്തിന് ഏറ്റവും പ്രയോജനകരമായി തീരുമെന്ന് ഞങ്ങൾ പല സന്ദർഭങ്ങളിലും, പ്രസ്താവിച്ചിട്ടുണ്ട്. തിരുവിതാംകൂറിൽ, ജനക്ഷേമത്തിന് ഉതകുന്ന കാര്യങ്ങളിൽ, ജനങ്ങളുടെ പ്രവേശം അനുവദിക്കാതെയിരിക്കുന്നത് എത്രയോ കഷ്ടമാണ്. ബ്രിട്ടീഷ് ഇന്ത്യയിൽ തന്നെയും, ഗവര്‍ന്മേണ്ട്, ഒരു ശരിയായ മേലന്വേഷണത്തെ മാത്രം വച്ചും കൊണ്ട്, ക്ഷേത്രങ്ങളെയും പാഠശാലകളെയും, സഹായധന രക്ഷയിൽ, ജനങ്ങളുടെ പ്രതിനിധികളെ ഏല്പിച്ചിട്ടുള്ളതിനെ കണ്ടിട്ടും, ആ ഏർപ്പാടിന്‍റെ ഗുണങ്ങളെ അറിഞ്ഞിട്ടും, തിരുവിതാംകൂർ ഗവര്‍ന്മേണ്ട് ആ നയത്തെ സ്വീകരിക്കാതെയിരിക്കുന്നത് ജനങ്ങൾ ഇതിലേക്ക് അപ്രാപ്തന്മാർ എന്ന്, വിചാരിച്ചിട്ടായിരിക്കുമോ? വിദ്യാഭ്യാസം കൊണ്ട്, തിരുവിതാംകൂർ പ്രജകൾ ബ്രിട്ടീഷ് ഇന്ത്യാക്കാരെ, മുന്നിട്ട് നിൽക്കുന്നു എന്നത്, പ്രസിദ്ധമായിട്ടുള്ളതാകുന്നു. ക്ഷേത്രകാര്യങ്ങൾ, ഇതേവരെ, സർക്കാർ ഉദ്യോഗസ്ഥന്മാരുടെ നടത്തിപ്പിൽ, വികലപ്പെട്ടു പോയിട്ടുണ്ടെന്നുള്ളതിന് സംശയമില്ല. ക്ഷേത്രങ്ങളിൽ നടക്കുന്ന അഴിമതികളെ നിറുത്തുവാൻ, സർക്കാരിനാൽ ചെയ്യപ്പെടുന്ന സകല ശ്രമങ്ങളും വിഫലങ്ങളായി പരിണമിച്ചിരിക്കുന്നു. ശ്രീപത്മനാഭ ക്ഷേത്രത്തിൽ അനുദിനം നടക്കുന്ന ദുഷ്‌കൃത്യങ്ങളെ തടയുന്നതിന്, കൊട്ടാരത്തിൽ നിന്നുള്ള മേൽനോട്ടം തന്നെയും മതിയാകാതെ തീർന്നിരിക്കുന്നു. പല വലിയ ക്ഷേത്രങ്ങളും, ഊട്ടുകളും, സർക്കാരുദ്യോഗസ്ഥന്മാരുടെ, വീട്ടു ചെലവുകളെയും, സർക്കീട്ട് ചെലവുകളെയും, നികത്തുന്നതിനുള്ള പത്താഴങ്ങളായി തീർന്നിട്ടുണ്ട്. ഇപ്പോൾ ഗവര്‍ന്മേണ്ടിന്റെ ശ്രദ്ധയിൽ ഇരിക്കുന്ന ദേവസ്വം ഊട്ടു പരിഷ്കാരത്തെ സംബന്ധിച്ചുള്ള ഏർപ്പാടുകൾ, ഞങ്ങൾ മുൻ വരികളിൽ ചൂണ്ടിക്കാണിച്ചിട്ടുള്ള ദോഷങ്ങളെ പരിഹരിക്കുന്നതിനു പകരം, അവയെ വർദ്ധിപ്പിക്കുന്നതിനുള്ള തന്ത്രങ്ങളായി പരിണമിക്കുമെന്നുള്ളതിനു സംശയമില്ല. ക്ഷേത്ര കാര്യങ്ങളെ റവന്യു വകുപ്പിൽ നിന്ന് പിരിക്കുന്നതുകൊണ്ട്, ഈഴവർക്കും ക്രിസ്ത്യാനികൾക്കും അവരെപ്പോലെ ക്ഷേത്ര പ്രവേശനം അനുവദിച്ചിട്ടില്ലാത്ത ജാതിക്കാർക്കും, റെവന്യു വകുപ്പിൽ ഉദ്യോഗങ്ങൾ നൽകാൻ ഗവര്‍ന്മേണ്ടിന് സൗകര്യം നൽകുന്നു എന്നുള്ളത് വാസ്തവം തന്നെ.  അങ്ങനെയുള്ള നയം ശ്ലാഘനീയം അല്ലെന്നും ഇല്ല. എന്നാൽ, അങ്ങനെ ചെയ്യുന്നതോടു കൂടി, ക്ഷേത്രങ്ങൾ ദുഷ്‌കൃത്യങ്ങളുടെ സഞ്ചയ ഭൂമിയാകാതെ നടത്തുന്നതിന്, ഗവര്‍ന്മേണ്ട്  ശ്രമിക്കുമെങ്കിൽ, ഏറ്റവും നന്നായിരിക്കും. ക്ഷേത്രങ്ങൾ, ജനങ്ങളിൽ ദൈവഭക്തിയെയും, സന്മാർഗ്ഗ നിഷ്ഠയെയും ജനിപ്പിക്കുന്നതിനും പോഷിപ്പിക്കുന്നതിനും ഉള്ള ഉപായങ്ങൾ ആകുന്നു. മിക്ക ക്ഷേത്രങ്ങളും, ഒരു കാലത്ത്, ജനങ്ങളുടെ വകയായിരുന്നുവല്ലൊ. ഇപ്പോൾ ഗവര്‍ന്മേണ്ടിന്‍റെ  ശ്രദ്ധയിൽ ഇരിക്കുന്ന ഏർപ്പാടുകൾ, ദേവസ്വങ്ങളെ ഒരു പ്രത്യേക വകുപ്പായി പിരിക്കയും, അവയുടെ കാര്യങ്ങളെ അന്വേഷിക്കുന്നതിന് പ്രത്യേകം ഉദ്യോഗസ്ഥന്മാരെ നിയമിക്കുകയും, ചെയ്യുന്നതിനെ അനുകൂലിക്കുന്നു. സ്വല്പശമ്പളക്കാരായ പോലീസുകാരുടെ നടവടികളെ നന്നാക്കുന്നതിന്, അവയെ നിരന്തരം പരിശോധിക്കുന്ന, മജിസ്ട്രേട്ടന്മാർക്കും, ജഡ്ജിമാർക്കും തന്നെ ശക്തിയില്ലാതെ പരിണമിച്ചിരിക്കുന്ന സ്ഥിതിക്ക്, ക്ഷേത്രം വക ഉദ്യോഗസ്ഥന്മാർക്ക് അനുവദിക്കാൻ പോകുന്ന സ്വല്പശമ്പളങ്ങൾ, അവരുടെ കൃത്യനിഷ്ഠയെ പരിപാലിക്കുന്നതിന്  എങ്ങനെ മതിയാകുമെന്ന് ഞങ്ങൾ അറിയുന്നില്ല. ഈ ഏർപ്പാടുകളെ, ഇതേ വരെ ഗസറ്റിൽ  പ്രസിദ്ധപ്പെടുത്തിക്കാണുന്നില്ല. ഇങ്ങനെ ജനങ്ങളുടെ ആത്മക്ഷേമത്തെ ബാധിക്കുന്ന സംഗതികളിൽ, പൊതുജനങ്ങളുടെ ഹിതങ്ങളെ അറിയാതെ ഗവര്‍ന്മേണ്ട്  പ്രവർത്തിക്കുന്നത് അനുചിതമാണ്.  സ്പെഷ്യൽ ആഫീസർ മിസ്റ്റർ രാമചന്ദ്രരായർ ഇതിനെ സംബന്ധിച്ച് സമർപ്പിച്ചിട്ടുള്ള റിപ്പോർട്ടിനെ ഗവര്‍ന്മേണ്ട് പ്രസിദ്ധമാക്കാതെയിരിക്കുന്നതിനും കാരണം എന്താണെന്നറിയുന്നില്ല. 

വിദ്യാഭ്യാസ വകുപ്പിലും എന്തോ ചില പരിഷ്‌കാരങ്ങൾ ചെയ്യുവാൻ ആലോചനകൾ ഉണ്ട്.  അവയെയും ഇതേവരെ പ്രസിദ്ധപ്പെടുത്തുകയോ, ആ കാര്യങ്ങളിൽ ജനങ്ങളുടെ അഭിപ്രായങ്ങളെ  ക്ഷണിക്കുകയോ, ചെയ്തിട്ടില്ല.  മിസ്റ്റര്‍ രാജഗോപാലാചാരിയുടെ ഭരണത്തില്‍, ജനങ്ങളുടെ അഭിപ്രായങ്ങളെ നിരാകരിക്കുവാന്‍  ഭാവമുണ്ടെങ്കിൽ, അത് തീരെ അയുക്തമാകുന്നു. കൊച്ചിയിൽ തന്നെയും, അവിടത്തെ ദിവാൻജി, തന്‍റെ പരിഷ്കാരാലോചനകളെ മുൻകൂട്ടി പ്രസിദ്ധപ്പെടുത്തുകയും, പൊതുജനങ്ങളുടെ അഭിപ്രായങ്ങളെ അറിഞ്ഞ് നടപ്പിൽ വരുത്തുകയും ചെയ്തിരിക്കുന്നു; ഈ നയത്തെ അനുവർത്തിക്കയും ചെയ്യുന്നു. ബ്രിട്ടീഷ് ഇന്ത്യയിൽ, ലോർഡ് കാർസന്‍റെ സ്വേച്ഛാപരമായ ഭരണകാലത്തിൽ തന്നെയും, വിദ്യാഭ്യാസ കമ്മിറ്റിക്കാരുടെ റിപ്പോർട്ടിനെ മുൻകൂട്ടി പ്രസിദ്ധപ്പെടുത്തുകയും, അഭിപ്രായങ്ങളെ  ക്ഷണിക്കയും ചെയ്കയുണ്ടായി. അങ്ങനെ ഒരു കാര്യം ദിവാൻ മിസ്റ്റർ രാജഗോപാലാചാരിയുടെ ശ്രദ്ധയിൽ പെടാതെ പോയതിൽ ഞങ്ങൾ വ്യസനിക്കുന്നു. വിദ്യാഭ്യാസ പരിഷ്കാരങ്ങളെ സംബന്ധിച്ചും, ദേവസ്വം പരിഷ്കാരങ്ങളെ സംബന്ധിച്ചും,    യുക്തിയുക്തവും വിലയുള്ളതുമായ അഭിപ്രായങ്ങൾ ജനങ്ങളിൽ നിന്നും, അവരുടെ പ്രതിനിധികളിൽ നിന്നും ഗവര്‍ന്മേണ്ടിന്  ലഭിക്കുമെന്നും, അതിനാൽ ആ മാർഗ്ഗത്തിൽ  ദൃഷ്ടി  പതിക്കേണ്ടത്  ആവശ്യമാണെന്നും ഞങ്ങൾ മിസ്റ്റർ രാജഗോപാലാചാരിയെ അറിയിച്ചു കൊള്ളുന്നു.

Public opinion is important

We have stated in many instances before that leaving educational affairs and temple affairs in the hands of the public would be the most beneficial for their proper administration. It is a pity that the people are not allowed access to matters of public welfare in Travancore.Even in British India itself, the Government, with just a proper inquiry, handed over temples and schools to the representatives of the people under the aid of grants. Despite seeing this, and also knowing the merits of such an arrangement, the Travancore government did not accept that policy. Is it because they thought that people were incapable of carrying out such matters? It is well known that the people of Travancore are ahead of the British Indians in terms of education. There is no doubt that temple affairs, till now, have been distorted through the mismanagement by the government officials. All the efforts made by the government to stop the corruption in the temples have turned out to be futile.

Even the supervision from the palace is not enough to prevent the day-to-day misdeeds at the Sri Padmanabha temple. Many large temples and the dining halls attached to them have become sources of tithes to defray the household and travel expenses of government officials. There is no doubt that the arrangements regarding Devaswom* dining hall reforms, which are now under the attention of the government, would evolve into strategies to worsen them rather than solving the disadvantages that we have pointed out earlier. As temple matters are separated from the revenue department, it is a fact that the government will be able to provide jobs to the members of Ezhava, Christian, and other castes, who are not allowed temple entry, in the revenue department.

There is nothing to suggest that any such policy is not commendable. But by doing so, it would be best if the government made some effort to not make the temples a ground for breeding misdeeds.

Temples function as special centres for inculcating and nurturing godliness and moral integrity among the people. Most of the temples once belonged to the people. Arrangements that are now under the consideration of the Government favours grouping the Devaswoms into a separate department and appointing special officers to look into their affairs.

While the magistrates and judges themselves, who constantly examine to improve the actions of low-salaried policemen, are without much enforcement power, we do not know how the meagre stipends to be allowed to the temple officials will be sufficient to maintain their efficiency. These arrangements have not been published in the gazette till date. In matters affecting the welfare of the people, it is improper for the government to act without knowing the will of the public. It is not known why the report submitted by the Special Officer Mr. Ramachandra Rayar has not been made public by the government.

There are plans to make some reforms in the education department as well. So far they have not been published nor have people's opinions been invited on those matters. It is very inappropriate if there is a pretence of rejecting the opinions of the people by Mr. Rajagopalachari's administration.

In Cochin itself, the local Dewan had published his proposals for reforms in advance and carried them out after knowing the opinions of the public and still follows this policy. In British India, even during the arbitrary rule of Lord Curzon, the report of the Education Committee was published in advance and comments were invited. We regret that such a thing has escaped the notice of the Dewan Mr. Rajagopalachari. The government shall receive rational and valuable opinions from the people and their representatives regarding education reforms and Devaswom reforms. We invite the attention of Mr. Rajagopalachari to the fact that it is necessary to look into such possibilities.
